Draft guidelines for Skills Universities are formulated by the Ministry of Skill Development and Entrepreneurship (MSDE) in consultation with multiple stakeholders including Skills Universities. These are placed on the MSDE website for comments/ feedback.

Comments and suggestions may be sent at paritosh.gupta95@nic.in or submitted on MyGov.in by 21st October 2018.

National Policy for Skill Development & Entrepreneurship 2015 emphasized the importance of Skills Universities to be promoted either as de-novo institutions or as a part of existing university landscape. Further, in the wake of Skill India Mission, a number of universities with the nomenclature of “Skills Universities” have come up. However, they are following different norms and varying nomenclature for the degrees awarded, in the absence of common standards in the skills arena.

Skills based education differs from its general counterpart in terms of curriculum, pedagogy, faculty, mode of delivery, eligibility and assessment criteria, etc. and thus, would require a separate set of norms. The purpose of these guidelines is to lay down minimum norms for the establishment and functioning of Skills Universities to ensure adherence to minimum standards as India ventures into these new skilling avenues.

These guidelines do not intend to supersede the extant UGC norms regarding the regulation of higher education in India.

It is futile to create an unnecessary distinction between knowledge and action (skills). Knowledge is the basis for action. The true Indic thinking is about the fusion of knowledge and action. Making existing universities to train students to develop skills based on knowledge is India needs. The separation of knowlegde & skills is an old anglo-saxon/ European enterprise based on scientific reductionism that has been rejected even by the West today.

Skill development is the blood of employment. Skill development classes should be started from nursery class. We have to focus on talent not memory.

Genes, sequence of chromosomes mostly found in cell center (13) are not visible. I hope we should apply PCM instead of biological sciences to get the structure of the Genes. I hope like twenty two steps in Jagannath temple. The chromosomes are arranged in accenting and depending steps format inside the nucleus. As they act as capacitor and resonator. Human body is a factor of skill motivator. The Bhramha, Vishnu and Maheshwar has kept a lot for us to study. It will be better if we keep in mind.

God is the greatest creator. Its skill is second to none. Punch headed god Bhramha of three heads we can see. Forth head is back side. The fifth one is below lord Shiba legs. He is incline to Shiba. Equality to females doesn't mean they should do same work. No, than what is the needs of male and female. Equality mean same respect and dignity in society. As first lady is President's wife. As bow and arrows. Bhramha or bhram (vain) ma, the mother of vain. She gets equal status as Vishnu and Mahesh
