Indian National Defence University Bill, 2015 proposes to establish a world class fully autonomous institution of National Importance under Ministry of Defence. University will develop and propagate higher education (PhD, M Phil, M Tech and M Sc) in National Security Studies, Defence Management and Defence Technology and promote policy oriented research on all aspects relating to national security, both internal and external. It would also encourage awareness of national security issues by reaching out to scholars and an audience beyond the official machinery. It will also serve as a think tank contributing to policy formulation and debates on security and strategy. INDU will inculcate and promote coordination and interaction not just between the three Armed Services but also between other agencies of the Government, the Civil Bureaucracy, Para Military Forces, Central Armed Police Forces, Intelligence Services, Diplomats, Academicians, Strategic Planners, University Students and officers from Friendly Foreign Countries. It would create synergy between the academic community and Govt functionaries. It would make available opportunities for higher studies through distance learning to interested military personnel.

Initially, four new colleges / institutions, namely School of National Security Studies, School of Defence Technology, School of Defence Management and Centre for Distance and Open Learning are proposed to be set up at main campus at Binola, Gurgaon. The four existing Defence Institutions namely National Defence College (NDC), New Delhi, College of Defence Management (CDM), Secunderabad, Defence Services Staff College (DSSC), Wellington and National Defence Academy (NDA), Khadakwasla, Pune are proposed to be brought under the ambit of INDU without diluting their powers or autonomy for award of degrees and diplomas.

The last date for sharing inputs on Draft Indian National Defense University Bill, 2015 is 21st August, 2016.

Some basic level (short-duration, 1-2 weeks) courses with at-least two mid-level supervisor (offr Army Maj equivalent) cross-spectrum mix of participation from all departments of govt should be an all the year round activity. The course should form a basis for mid-supervisor assignment on civil-military organisations.

The Military Sociology department should have some minimal level of subscription and participation from officials of all departments of Central Govt. Similarly, faculties and alumni from various universities, study centres and illustrious professionals in the sphere of sociology (generic) should also have some fixed minimal level of representation.

The Military Sociology department may be the nodal agency to integrate inputs from already existent study centres such as National Defence College (NDC) Centre for Land Warfare Studies (CLAWS), Centre for Air Power Studies (CAPS), USI, etc. It should also have standardised ties with universities and organisations that cover sociology as a subject.

”Military Sociology”* MUST be instituted as a core specialisation research department that will conduct R&D projects to look into Civil-military relations.

1.Relation of UGC and other institutions with INDU should be clearly defined.(As like for AIIMS separate budget provision for INDU.) 2.Special focus on Cyber and Fifth generation warfare. 3.Involving private sector players of the defence industry at some level of management/curriculum design. 4.Annual summits as like Indian Science Congress to discuss defence issues under INDU. 5.Quota for children of retired defence personnel. 6.

Students of such a university should be able to opt for jobs in DRDO, other defense establishments, intelligence agencies as well as new private sector defense equipment manufacturers under "make in India" scheme

The existing training institutes are equipped well and yeilding excellent results. please donot waste the man power again on training. utilize the man power at the border for defence. thank you
