The ban on plastic items should be administered in such a way that the entry of the plastics into the city should be completely stopped. In order to do this, the implementation of the order should start by stopping the production at the plastic manufacturing companies and the points at which the plastic items are entering the city should be monitored by the personnel to stop at the entry point.
Measures such as availability of alternative bags to users should be taken up by the adminstration

Please educate and provide incentive to the manufacturers to replace the manufacture of plastic bags by biodegradable bags. Thus the plastic bags shall be phased out.

For long Nilgris district in Tamilnadu got carry bags away from use. Local administration ensured brown bags are used and continually raided shops like civilians and sealed many of them with hefty fines. Plastic bags are visible threat and septic dumps are invisible threat. Are we doing anything on invisible threat too?

One good step that Malls have took is to charge if you want an extra bag. People who get their own cars, can say at mall cash counter that we have car and these people can opt for cardboard boxes. This boxes would be easy to keep in car's dickey. On box we can open it for advertisement from which box manufacture can earn. And the customer can sell it back to Mall/"raddiwala"/"kabadiwala" where he can earn back. It will be very small step, but a required one.

The Govt. can ask the company/organisation or individual whoever uses polythene to sell their product to collect their polyethene back to recycle and use it again. This should be made mandatory.
