First thing to do in North Eastern states is control the law & order situation. Subsequently Public pvt partnership can take E&P further. Govt may hv to take initiative to build infrastructure and complete various projects lying incomplete.The citizens of these states feel alienated from rest of the country due poor connectivity. Better rail & road routes to be built. SW development, IT, BPOs can be opened by giving incentives to the industries, as a part of quid pro quo.

Take advantage of low petroleum prices come up with black gold scheme for entire India including NE. Here proceeds from scheme should help create Large Petroleum reserviours to take advantage of high prices in future. Create a new state company for the same if possible and give away share at Par. This scheme should be launched immediately and target people who invest in gold and divert their investment to black gold. Message clearly on benefit of appreciation relative to gold. NE can benefit too

Come up with Black Gold scheme. Which shall assure appreciation with rise in petroleum prices and create economic wealth. In people memory high cost of petrol/diesel still there. Allow them to invest through fund facilitated by all localized banks. These shall be indirectly public share to huge petroleum infrastructure. Give away some free units to every one in NE. This shall make them responsible for public property.

We should also focus on coal bed methane which can be used as an alternative source of energy. it is being developed but still most of the gas is being wasted.
