The issue of social access and equity are far too complex. While the gaps in average enrolments between disadvantaged groups like SC, ST, Muslims, girls and Children with special needs and the general population have decreased, there is still a considerably large gap in learning levels with historically disadvantaged and economically weaker children having significantly lower learning outcomes. Large and growing learning gaps threaten the equity gains achieved on the enrolment front because children with lower levels of learning are more likely to drop out. We need to examine current interventions in bridging the gender and social gaps and identify focused strategies for effective inclusion.

Ensuring active participation and capacity building of SMC members: SMC members along with community leaders has to own their schools and proper representations of SMC members has to have from SC, ST, Muslims and parents of children with special needs. Regular training of SMC members about their roles and responsibilities should be taken up in serious. Therefore these training for SMC members of socially excluded communities, including women, could facilitate social inclusion in school education

Inclusive treatment to Madrasas: Madrasas has to be treated as the integral part of our education system in India. It should be provided with equitable facilities by the state, be it distribution of textbooks in Urdu or education promotion schemes or any other support mechanism that other government schools enjoy. All the state education system should remove all unfairness against Madrasas and ensure it is one of their priority area in promoting social inclusion in school education programmers.

Does RtE means only enrolling a child into a classroom? Doesn’t matter what is the size and ratio inside classroom? Although Act strictly says that the number of students in a classroom will be 30 but, in other section of act it also says that a school cannot deny the admission to any child by excusing there is no seat available in classroom. The provisions do not change the mentality and attitudes of school authorities towards Caste and class biasness.
