i say incentives to waste recycling plants (make sure the rules make it necessary to pass over a comfortable part of it to the contract based and non-contract based employs and rag-pickers) because these people mostly come from localities where garbage from entire city is dumped (they have their slums mostly at such places), these people can actively sell the waste to recycling plants and thus earn livelihood as well as make Swach Bharat an achievable target.

incentivize industries which train and employ disabled and help them lead a dignified life, launch a national life insurance drive, strengthen your JAN DHAN YOJNA, Under your Aadarsh Gram yojna ask every MP to work on training and education for disabled. Moreover the public should abstain from giving alms to physically fit and healthy beggars, instead i choose to educate every begging child about Mid-Day Meals and related govt facilities. Give huge incentives to waste recycling plants.

Make begging illegal ,it will control child lifting/kidnapping, get all the fit beggars in some manual work and others in separate enclosure and also sterile them.

The main constraint is begging in India has many incentives. a beggar need not work , is on his own kind of self employed person , no need to search for the jobs as they are anyway going to get menial work subjected to torture , trafficking , no better conditions and more over should depend on the rugged attitude of their owners. Begging eliminates all these things and creates an ecosystem where the unemployed, uneducated, street living, physically challenged, left off people etc are forced to

In India the mostly beggars are purposely do this activity. Actually some of them are not interested to work that's why they become beggar. But some are really disabled that's why the become beggars. So, Government should take out reliable scheme for beggars to reform their low lifestyle.

Tamilnadu has been made orphaned and a leadership vacuum has been created for no fault of general public. Now it is the responsibility of both the Govt. And the people to find the best solution. A golden opportunity to come out of the clutches of Dravidian parties. People are longing for clean ,able and committed persons like Mr.Sahayam IAS to lead a team. Only parties should give the people the opportunity to elect a best man.
