Section 67 of Railway act prescribes that:-

1. No person shall take with him on a railway, or require a railway administration to carry such dangerous or offensive goods, as may be prescribed, except in accordance with the provisions of this section.

2. Non person shall take with him in a railway the goods referred to in sub-section (1) unless he gives a notice in writing of their dangerous or offensive nature to the railway servant authorized in this behalf.

3. No person shall entrust the goods referred to in sub-section (1) to a railway servant authorized in this behalf for carriage unless he distinctly marks on the outside of the package containing such goods their dangerous or offensive nature and gives a notice in writing of their dangerous or offensive nature to such railway servant.

4. If any railway servant has reason to believe that goods contained in a package are dangerous or offensive and notice as required under sub-section (2) or sub-section(3), as the case may be, in respect of such goods is not given, he may cause such package to be opened for the purpose of ascertaining its contents.

5. Notwithstanding anything contained in this section, any railway servant may refuse to accept any dangerous or offensive goods for carriage or stop, in transit, such goods or cause the same to be removed, as the case may be, if he has reason to believe that the provisions of this section for such carriage are not compiled with.

6. Nothing in this section shall be constructed to derogate from the provisions of the Indian Explosives Act, 1884 (4 of 1884), or any rule or order made under that Act, and nothing in sub-sections (4) and (5) shall be constructed to apply to any goods entrusted for carriage by order or on behalf of the Government or to any goods which a soldier, sailor, airman or any other officer of the armed forces of the Union or a police officer or a member of the Territorial Army of the National cadet Corps may take with him on a railway in the course of his employment or duty as such.

However passengers tend to carry inflammable and dangerous materials like firecrackers, petroleum products, explosives etc., resulting in fire accidents and loss of human life.

Suggest solutions for reducing fire accidents due to carrying of inflammable materials by passengers.

Recently when I raised issue of lack of infrastructure in accessing Yashwanthpur terminal railway station of South Western Railway I receives reply:
"The problems raised by u are genuine... But the taxes u pay are not a part of railways kitty.. the state government which gets the part of the taxes u pay is to provide this additional facilities.. Railways can only provide facilities within railway premises.."

Awareness on the loss that we incurred and strict action on the guilty should be implemented. Also, entrance and exits of all stations irrespective of their size, should be equipped with scanners and detectors and be thoroughly checked.

Sir, If the doors as well as the luggage are equipped with scanners then the staff in the train can scan the luggage/persons and the passengers carrying such material can be caught and booked for the same,even dogs can be trained for the same or something simmillar can be done to trace such objects/luggage, equpp the coaches with fire extinguisher nozzels switch on each seat/berth so that in such cases of fire the passenger/staff can make use of it and extinguish fire on time

Security must be tight at the railway stations and in trains.when a terrorist attack takes place there will be tight security and after 10 days again lack of security and also government should make some railway helplines for stations strictly because for some stations till today there are no atleast facilities.so railway ministry should take some strict measures .

Reason for these accidents is nothing but lack of security check ups. There are scanners in almost every station, but nobody switch On them. It simply lie there for years. It will work only for some 1 week during any terror attack and then goes idle again. This has to change and also Impose heavy penalty on those who carry banned objects.

Hello Sir ,We see long queue for Platform Ticket @ Metro (Delhi/Mumbai/Kolkata) Railway Station, a wastage of precious time/manhours. 2. Platform Tickets shud be dispensed thru Vending Machines. 2. It can be issued Online with SMS wherein Person login, gives time of entry in Railway Stn. & SMS confirms its issuance. 3. It can be issued Online just like train ticket with probable time of Entry at Station..

One day remand in the Police Custody and seizure of the inflammable material alone will prevent such a habit by the Passenger.

The penalty in such cases is also grossly inappropriate. The penalty amount must be increased at least three fold .Sometimes fear factor works better than any other motivator. If passengers fear huge penalty on carrying such inflammable substances they would refrain from doing such acts.

People must be made to realize that any unwillingness on their part in any such incidence to inform the higher authorities might put the lives of thousands including themselves at serious risk. They must be made to realize that they are sitting on a train laden with explosives and any late action might be too late. The station authorities must be instantly informed to avoid any disaster.
