Section 67 of Railway act prescribes that:- ...

Section 67 of Railway act prescribes that:-

1. No person shall take with him on a railway, or require a railway administration to carry such dangerous or offensive goods, as may be prescribed, except in accordance with the provisions of this section.

2. Non person shall take with him in a railway the goods referred to in sub-section (1) unless he gives a notice in writing of their dangerous or offensive nature to the railway servant authorized in this behalf.

3. No person shall entrust the goods referred to in sub-section (1) to a railway servant authorized in this behalf for carriage unless he distinctly marks on the outside of the package containing such goods their dangerous or offensive nature and gives a notice in writing of their dangerous or offensive nature to such railway servant.

4. If any railway servant has reason to believe that goods contained in a package are dangerous or offensive and notice as required under sub-section (2) or sub-section(3), as the case may be, in respect of such goods is not given, he may cause such package to be opened for the purpose of ascertaining its contents.

5. Notwithstanding anything contained in this section, any railway servant may refuse to accept any dangerous or offensive goods for carriage or stop, in transit, such goods or cause the same to be removed, as the case may be, if he has reason to believe that the provisions of this section for such carriage are not compiled with.

6. Nothing in this section shall be constructed to derogate from the provisions of the Indian Explosives Act, 1884 (4 of 1884), or any rule or order made under that Act, and nothing in sub-sections (4) and (5) shall be constructed to apply to any goods entrusted for carriage by order or on behalf of the Government or to any goods which a soldier, sailor, airman or any other officer of the armed forces of the Union or a police officer or a member of the Territorial Army of the National cadet Corps may take with him on a railway in the course of his employment or duty as such.

However passengers tend to carry inflammable and dangerous materials like firecrackers, petroleum products, explosives etc., resulting in fire accidents and loss of human life.

Suggest solutions for reducing fire accidents due to carrying of inflammable materials by passengers.

2. Smart cities: Again here, you may do 100 or 1000 smart cities. But please choose one or two, put all your resources. Make this happen. People get to see what you are talking about. When you work on front runner projects, people see the change, media covers this, it reaches towns and cities.

. It is easier for government communicate with people with example than with ongoing projects on the ground. Similarly take, 29 routes of India (29 because of we have 29 states) and show the difference. Clean toilets, train on time, cleanliness maintained all over train.

Choose one or two railway stations per state to start with instead of working on entire countries network and put your best work in display. Ie we take 29 RSs of India. Let us say, Bangalore in Karnataka. Make this railway station just like an airport within 6 months or one year and maintain this. Advantage – Something done in Bangalore quickly catches the imagination of state. In fact, big population of state do visit Bangalore RS and they will see the change done.

Symbolism is way of work in India - Nothing like seeing the change than imaging the change People are impatient to see the promises being fulfilled and how can the government send the message that things are changing? It is through symbolism. Symbolism through front runner projects. Couple of example are as below: 1. Railways: Today, railwaystations (RSs) are in bad state and travelling in long distance trains are painful, particularly in terms of cleanliness in toilets( Toilets r horrible)

I have seen people take alcohol in train. Problems associated are 1. Its banned , breach of law 2. inflammable 3. Fear among female passengers as the person becomes intoxicated. For all over safety in train every train shall have a unique mobile no.displayed in bold in each boggie working on train internal network connecting train driver, train guards train security officer and next station master. This will b internal security ring which is not easy to break. Anybreach of law shall b addressed

The Bagh Express train running between Howraha to Kathgdam reached to about 1400 KM far distination by average speed 38 KM/H. This long root train has no Pentry car and only one AC3 & AC 2 Boggie. I have demaded from concern authority for improve its speed and rescheduled train and increase AC Boggie.

Apart from the point of sensors, and installing water sprinklers inside coaches- one option will be to improve the wiring insider the coaches - and keep getting them tested. Also strenghtening checks at first point of entry i.e. the Station Gate is important for preventing the the carriage of inflammables material on the train. The Railways must barricade all other modes of entering the station, or appoint RPF Guards to ensure that alternate modes of entry are not utilized by the public.

Use smoke n fire sensors in every coach, in case of any fire to particular coach , fire signal should be sent to loco pilot , loco pilot will have control over water in particular coach used to control fire in that coach , toilet water can be used with added chemicals during sprinkling to stop fire ,so that we can save life as much as possible

carrying of inflammable materials in passenger trains is prohibited but still many smoke, carry gas cylinders etc... it is the duty of RPF that they should lookafter it in a serious way then only things going to be changed.....

These accident are usually occurring due to poor security system at railways station. I suggest to hire more TC and at least one TC in each coach so that no one travels without ticket and at the same time accident due to inflammable materials did not take place. Instead of checking ticket and other illegal things at station we should check in trains as we know that in railway station in India any people can enter because it is not completely closed.
