Accidents due to carrying of inflammable materials in passenger trains

Section 67 of Railway act prescribes that:- ...
DEAR SP, most of the accidents happen due to the poor maintenance of railway tracks, non existing extra loops, landslides, pantry car mishandling etc. My suggestions are that railway should focus on few things which could have been done in the 1 yrs of NDA rule.
1. Cleanliness
2. Safety on the tracks.
3. Remove unmanned crossing.
4. Convert all the level crossisngs into under or overbridge.
5. Proper maintenance of the tracks.
Offence under 67 shall be printed on overleaf of the ticket. Enforcement may be strict as the TTE/ RPF etc who are travelling in the train is fully aware of the passenger / Tea Vendors are carrying inflammable materials and such passenger should be arrested on the spot. It is mainly happening in the area of Bihar/ UP/ Jharkahand and railway may TTE/RPF shall be asked to be more vigilant during the journey.
Why not to introduce fine?anyone travelling by train and has reservation can be fined for mishandling the govt.property.Like delhi metro people are fined even on spitting then apply fine in railways too.
I would also suggest that we see posters in trains why not to fine or charge such people whether religious group or private body cleanliness should be our priority.
all rules are for breaking not to apply. as if you have money you can take any things from anywhere. to anywhere you want, but for that you have to make good connection with local railway people. then everythink is fine.
all the accidents happening are due to poor quality of services provided by the government. as why do accidents not happens in airplanes, and ships, why only in railways. as this is not passenger transport its torts transport, any one take any things from any where no checking at the stations and from any one can enter into station without proper identity. no checks for them, that checks are for common people who enter from right side. and for touts no checks. fencing should be provided at stn.
Lets accept all the suggestion for security but lets the railways halt the train only in desired stations not as they like in between the station or non halting stations this is the greatest risk. Even a terrorist can deploy the Bombs in any train in INDIA as it halts as per the likings of the railway department staff. Hence first have the practice of halting the trains only at the desired station not as and when railways like there ends the biggest security threat.
Railways is the largest transport network and also the largest contributor to pollution. Its engines burn millions of tonnes of diesel everyday and pollute the air. The generators in trains too make air pollutions and noise pollution as well. Can Railways ask its engineers to come out with newer technology that makes it engines less polluting and has eco-friendly air conditioning.
the gate of toilet should be automaticaly close on outer of all stattion,beause mostly pasangers use toilet on platform .
all sorts of people enter even Ac boggies especially so called rail staff with impunity right under the nose of TTE. Why no surprise majistrate checking is happening in running trains frequently.this will prevent all this and fire hazards also.if goods are checked.
