Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, the Government of India is considering to launch “Housing for All by 2022”, 2022 being the 75th year of India’s independence. The objective of this initiative is to meet housing needs of all those households among the urban poor who do not have a Pucca House of approximately 300 sqft. with convergent facilities like water, sanitation and electricity. The programme proposes to involve and mobilize all stake-holders including State Governments, Cities and the people, Housing Boards, Financial Institutions, Industries, Government Departments and Ministries, Architects and Planners to achieve this mammoth task. Under “Housing for All”, the Government provides a range of solutions for meeting the housing requirement of the urban poor and also permit the State Governments/other stake holders to choose from a range of options. Government of India recognizes that slums in urban spaces are the biggest concentration of the housing problem. Therefore, re-development of slums by involving private investors is an important component of the programme because it allows unlocking of precious urban land for the purpose of slum re-development. The programme also offers bank linkages and interest subvention for potential individual beneficiaries. The programme also aims at providing adequate rental houses to the migrants (single or family) who came to city in search of employment or as unskilled workers. As an important stakeholder in the process, the States and cities are expected to bring in a facilitating environment for promoting investments in housing for the poor by ensuring faster clearances, better FSI /FAR and other fiscal and non-fiscal incentives. In fact, generating demand for housing stock as well as removing the constraints from the supply side for adding to housing stock for the poor are both equally important from the Government’s point of view.
“Housing for All” will cover all urban areas in a phased manner starting with 100 cities at the outset.
Citizens are invited to suggest a suitable tagline to convey the objectives and scope of “Housing for All”.
