Only Education & Training will help in this regard through an agency like NCC, NSS & of course NDRF.
we can have similar system as being followed in Japan from schools till college & in job skills every citizens involvement is mandatory.
My suggestion is to promote national service where youth are trained and enrolled for such services for 1-2 years after their 10th or 12th board exams and then for 1-2 weeks every 1-2 years. Such programs instill and maintain great physical and mental strength and prepare reserve forces to help manage such situations. However, the participants lag behind their counterparts by 1-2 years in future education and job / career. Their retirement age should be increased and tax deduction be provided.
In this way workers will get work thru MNREGA, the farming land owner will be able to do farming and get livelihood and the government will also get share from farm field. S in way MNREGA is not given for free but inturn government gets back the amount put on MNREGA THRU THIS CYCLE. So the amount spent by central goverment MNREGA can be recovered to an extent thru this THREE WAY PARTENRSHIP FARMERS VS GOVERNMENT VS MNREGA WORKERS.

CC...In the partnership, land will be given by the land owner whose land is lying vacant or incase of gov land then no need of partnership. In turn the seeds and workers will be provided by the gov. Workers will be provided from MNREGA. Once the harvest is reaped the benefits will be divided by the land owner and the goverment - CONTINUED
Dear PM...I would also like to request to interlink MNREGA to Agriculture. I would like to share following points-
AA...In coordination with state gov ask the panchayats to guide beneficiaries of MNREGA to farming land.
BB...To get MNRGEA benefits they should be asked to work in agriculture sector/farming whcih is lying vacant. The farming land owner whose land is vacant should be asked to do agriculutre business in partnership with the local state gov or panchayats thru panchayats/collector
I would like to request your good office to look into this at the earliest possible so that we can save precious life of farmers and their family because of whom we are alive and eating food. Saving their life is of primary importance now and once your government's new policies come into effect I am sure there will be agriculture boost. But that will take time. Before that we need to protect the community. regards Hrishikesh Nambiar
FF...overcome their debts by supporting them during this period by providing food security and other basic needs.
GG...Also this office could help farmers by identifying the right kind of crop for the soil and help them derive maximum benefits from their soil
HH...Incase if the family is not able to buy seeds because of poor performance before, this office could give them the necessary seeds thru good loans
