The Telecom Regulatory Authority of India (TRAI) has been mandated by the TRAI Act, 1997 to regulate the tariffs offered by the Telecom Service Providers for its various services. Despite the amendments made to the TTO and other regulations issued by TRAI to factor in various market developments, a need has been felt to undertake a comprehensive review of the TTO framework, albeit in a phased manner, starting with a discussion on the core regulatory principles enshrined in the TTO, Directions and Advisories issued by TRAI on various aspects of the tariff framework from time to time.

In order to identify and address the various emergent issues and challenges, inter-alia, related to regulatory principles of tariff assessment e.g. transparency, promotional offers, disclosures and non discrimination, adherence to the principle of non-predatory pricing, meaning of predatory pricing, relevant market, assessment of dominant position etc., Telecom Regulatory Authority of India (TRAI) has released Consultation Paper on ‘Regulatory Principles of Tariff Assessment’ on 17th February, 2017 to solicit comments from the stakeholders.

The objective of this Consultation Paper (CP) is to bring about greater clarity in interpretation of various regulatory principles set out in the TTO in consonance with the best global practices.

The Accounting method includes one day extra. I.e day of recharge as well as the day of completion is included in the services.It is angaist the normal practice of counting and gives a benefit of one extra day to theservice provider say TATA Photon /Airtel etc. This error should be rectified. many rural users dont know about rate cutters still paying more for calls & ussd activations and other VAS services are activated without their knowledge several crores of ruppes were wasted by them

observer software install all network like electric meter to observe network signals strength ,quality, and net speed {bandwidth}, by gov... Is a cheap solu.

gov apps free access on all mobile operators network.... Must to do for gov info and schemes and missions and what next gov want to do.... This is best and must to do... First...... Or negligible data rate charge on gov. Apps.. Then call digital india..

Sir using ppp model.there should be a programme that govt skould provide wifi hotspot and the local people should pay the monthly charge . The people who are not local should be able to use wifi only 30 min. For example if in a area 500 people live 10 hotspot can be installed there its charge will be around 15000 for hardware and wire . After that monthly payments should be paid by local people per head charges will be less than 10 rs monthly. Thanks

Internet should be cheaper so that common man too could afford it.The nasty pop ups should be deleted by the telephone exchanges only.
