Digital India was conceived by weaving various strands of communication and information technology for digital empowerment of citizens and delivering better governance. Establishment of broadband highways forms the first pillar of Digital India. Therefore, timely commissioning of a reorganized version of National Optical Fibre Network (NOFN) is very imperative. The implementation of NOFN was not moving as per plans, TRAI had given certain recommendations on ‘Delivering Broadband Quickly: What do we need to do?’ dated 17th April, 2015. In addition, DoT had appointed an expert Committee which submitted its detailed report recommending rechristening of the project as BharatNet with three implementation models.

Some views regarding the implementation have been raised and therefore the Authority looked into one more possible alternate model –“Build-Own-Operate-Transfer” (BOOT) model. The Authority has come out with this Consultation Paper (CP) to discuss issues related to strategies to find best model of implementation for BharatNet.

Dear Sir,
Your dream of "Digital India" is excellent.
But I doubt if BSNL agrees with you over this.
Let me tell you an example : Rajiv Gandhi nagar Extension area is located in very middle of Kota city, Rajasthan. Since Last 7 months we have been trying for Broadband connection but BSNL is not paying any attention to our request on pretext of not having telephone lines in this are. This city is selected for Smart-city project.
Sir, You can only imagine what would happen to your mission!

भारत गॉंबो का देश है जिसकी बडी जनसंख्‍या गॉंबों में निवास करती है, डिजीटल इंडिया की सफलता तीब्रगति के इन्‍टरनैट ग्राम स्‍तर पर उपलब्‍ध कराने तथा गॉंब के युवक/युवतियों को कम्‍प्‍यूटर एवं नेट का वेसिक ज्ञान की व्‍यवस्‍था ग्राम स्‍तर पर ही उपलब्‍ध होने पर निर्भर करती है, इसके लिए सरकारी स्‍तर पर और अधिक प्रयास किये जाने की आवश्‍यकता है ।

Please don't impose data, call, sms restrictions on a per user basis. The country where mobile revolution is happening, instead of letting people enjoy benefit of healthy competition among network providers and get the best infrastructure at a reasonable price, we are paying a lot for basic 3G or 2G data/ services.
Please in order to make India digital India, help India get digitized using fast, secure and low cost internet.

BOOT model will be a good option but it needs to take care that none of the operators holding spectrum should be kept away so that the infrastructure is not used to create end to end monopoly. The BOOT operator should be holding an infrastructure license and not a UASL license. BOOT should also be linked to "Make in India" initiative and should act as a mechanism to motivate Indian manufacturing and R&D.

1) BSNL with govt. funding should make a nationwide fibre network, especially in the major cities and industrial hubs.
2) This network can be then leased to private players for full utilization of the bandwidth.
3) In more far off places, initially high speed internet should be provided by using 4G and based on the market the fibre network should be increased.

I believe global tender need to be rolled out to lay out cable across all villages and at the same time practical use of the structure should start such as -post offices should be connected, give departments collecting and reporting public information or survey online from each villages, kisan app to be developed to form Base for financial inclusion, agricultural or soil information, health support and distress mechanism. After recovering cable implementation cost it can be leased like spectrum

Kya ho agar ek politicians chunav jitne ke 5 saal baad chiefminister bane,, thik usi tarah jab competitive exam paas karne ke baad 5-6saal ke baad joining deker students ke saath sarkar ek bhadda mazak karti hai...... pls change the process....
