Telecom Regulatory Authority of India (TRAI) had issued the Telecommunication Mobile Number Portability (MNP) Regulations 2009 (8 of 2009) dated 23rd September 2009 laying down the basic business process framework for implementation of MNP in the country. In a continuous endeavour to make MNP process more subscriber friendly, based on feedback from the stakeholders and its own analysis, TRAI has issued various Directions and amendments to the MNP regulations. The present consultation on amendment of MNP regulations is also a part of the same process.

Rejection of porting requests creates dissatisfaction and frustration among subscribers. It is observed that, grounds of rejection dependent on Unique Porting Code (UPC), namely ‘UPC Mismatch’ and ‘invalid/expired UPC’, jointly contribute around 40% of the total rejection of porting requests. Through this amendment, TRAI proposes a mechanism for sharing the UPC generated by Donor Operator with MNP Clearing House, which in turn can be approached by the Recipient Operator, to confirm the correctness and validity of the UPC submitted by the subscriber. This will result in reduction of rejection of porting requests and will increase subscriber satisfaction. The draft amendment also propose to make provision to transmit the relevant information viz. date of the bill, amount outstanding, last date of payment, date of the notice and period of notice given to the subscriber by Donor Operator through the MNP Clearing House.

Suggestions on the issues raised in the consultation are invited from the stakeholders by 28th September, 2017.

In respect to GST, Hon. PM and hon. FM has made great effort to implement the GST act, I want to suggest that, the GST soft ware expert team has to do so many primary things to implement the GST returns and various proceedure, it is the injustice to take penalty from assessee for any failure in proceedure, it is essential that, GST mechanism should be complete in all aspect first, there after, GST authority should give some time to assesse and penalty stage will come thereafter,pl.do.best wishes

Hi, 1.MNP is a very good service for smartphone user. 2.MNP is change operator service not number. 3.MNP is option to change bad network, calling, internet & services,etc. Thank you

There is tendency between companies whose connection user wants to change that they start pampering user at that time. For example- If network of company you are using is not good and you go to change it via MNP then that company starts making excuses and starts pampering the customer. That should be stopped customer should be allowed to choose whatever he wants.

Sir, I am From Barwani (Madhya Pradesh) my town is a District HQ, and there is only BSNL Broadband service available other all SIM networks. BNSL Services very poor at District HQ. Please do something for good internet connectivity at my District and town.

The new regulations and policies proposed for the Mobile Number Portability Regulations 2017 is good. Hope to see TRAI implementing this in letter and spirit. Competition among service providers should not be at the cost of providing good service to the customer.

A citizens mobile number has been already linked to aadhaar as per GOI directives. I suggest that this mobile number should be permanently allotted to the citizen and should belong to the citizen. He/She can choose any service provider and avail services of choice. Most important he/she should not be made to pay a service provider to keep this mobile number valid. Thank you.
