The rapid evolution of telecommunications services in India has aided the overall economic and social development of the country. It has enabled better connectivity among users, increasing use of information and communication technology (ICT) services and emergence of a variety of new business models. Parallelly, there has been a quantum leap in the quantity and value of data that is being generated through the use of modern communication services. Each step of a user's interaction with ICT services, whether through traditional telecom services, devices, applications or other forms of content, results in the generation of large amounts of data.

Availability of data has enhanced the business and efficiency potential of data analytics. However, it is equally important to assess whether the data rights of individuals are being adequately protected in this changing environment. Data protection may therefore mean the ability of individuals to understand and control the manner in which information pertaining to them can be accessed and used by others. The Authority is of the view that the users should be empowered in respect of ownership and control of his/her personal data and to ensure this, all the players in the eco-system are bound to follow certain safeguards while collecting, storing and using the data pertaining to their subscribers. The consultation paper has been issued with the following objectives:
(a) To identify the scope and definition of Personal data, Ownership and Control of data of users of telecom services.
(b) Understand and Identify the Rights and Responsibilities of Data Controllers.
(c) To assess the adequacy and efficiency of data protection measures currently in place in the telecom sector.
(d) Identify the key issues pertaining to data protection in relation to the delivery of digital services. This includes the provision of telecom and Internet services by telecom and Internet service providers (TSPs) as well the other devices, networks and applications that connect with users through the services offered by TSPs and collect and control user data in that process.

Last date for submission of suggestions is 7th November, 2017, midnight.

Awareness is an essential tool to solve every problem. nowadays even a graduate is not knowing well on data protection. As per the objectives listed above, it is suggested to conduct awareness programs at higher secondary schools itself, for the students will take the message to their homes. And in colleges also, not as a program for namesake, but as a mass movement, awareness to be created. The youth are the potential customers. service providers can asked to do this under their CSR fund.

we need all services,information,in just seconds.but we also remember that for enjoying the services of many of gaming ,and other IT sites and apps ,we r providing them our personal information,it may be any type.so that the site companies should be legaly accountable,and responsible for any loop hole nd misusing the information.TRAI Should also issue a kind of faith certificate for the site and aaps.And public awareness by the SHG's,NGO's,nd govt.efforts can make big role in this issue.thnx

make SIM authentication via Adhaar mandatory by Biometric. Force the customers to Biometrically authenticaate themselves in a given period of time otherwise their existing SIM will be closed. and New sim should be authenticated by Adhaar e-KYC only. End to end calling encryption mandatory , to ensure Utmost privacy. make 1mbps internet speed compulsory for 3G/4G. #TRAI #MyGOV

In respect to GST, I want to suggest that, the facilities of cencellation of registration for the assessee who are migrated from service, vat etc., while they have turnover below threshold limit of rs. 20 lacs, time has passed more than 40 days, but, no such utilities or forms for cancellation of registration available on GST portal, the technicle problem of filling return for july, whether to file or not? or to file NIL? govt.doing level best,but,please quick action required , best wishes

#TRAI The documents given to telcos is not safe. We find the xerox copies are misused to get SIM cards. Solution : Bring in E SIM so that same SIM can be used for all telcos and it should be customer Centric like mobile and need password to shift to another mobile. Next is Apps including telcos take all information from mobile. Google and Facebook tracks all my activity and my preferences. So where is privacy. Internet is not neutral it is site biased.Lot of upload happen without we knowing

Customer data should be monetised under a framework that may consider the following aspects: 1. Service provider is unable to uniquely identity the customer (unless otherwise the customer proactively does so). Example: Amazon shouldn't know through the Operator that Mrs X is searching for a book relating to "Pregnancy". 2. Operator may have the right to use all customer data for research purposes; while customer has the right to opt out (or subscribe to) of promotions (like DND registry)

In respect to telecom sector, privacy, security and ownership of data is very important, In this advanced technology of IT period, hacking, virus, and other elements can disturbed the system of telecommunication safety, hence, appropriate precuations are very essentil to save the data from illegal access, there are so many system developed to control over it, like, aadhar link, pan link, password security, OTP system, and other advance technology can be used to save the data , best wishes
