Public Protection and Disaster Relief (PPDR) communications supports a wide range of services related to day to day life of public such as maintenance of law and order, protection of life and property, disaster relief and emergency responses.

The advancement of the technology has provided PPDR networks with latest and enhanced features in terms of capability, capacity and interoperability. Broadband PPDR supports wide range of applications such as sending live images, videos and texts apart from the voice communications. Existing PPDR networks in the country are analog and digital systems supporting narrowband voice and data communications. Introduction of advanced PPDR communication networks can be a great enabler in decision making and handling of PPDR operations for personnel and organizations involved. Keeping in view the need to have a robust policy framework for the introduction of an advanced, reliable, robust and responsive PPDR communication system in the country, TRAI has initiated suo-motu a Consultation Paper on ‘Next Generation Public Protection and Disaster Relief (PPDR) communication networks’ for the comments of the stakeholders. The consultation paper has been here.

Last date for submission of suggestions is 4th December, 2017.

PPDR radiocommunication systems must be designed to meet several broad objectives. As well as providing vital means of communication in emergencies and disasters in each country, their other aim is to promote interoperability between cross-border networks, to make it easier for countries to cooperate in providing effective and appropriate humanitarian assistance when required.

IN THE COMING YEARS THERE WOULD BE COMPLETELY ONLINE SYSTEM. GOVERNMENT SHOULD TAKEOVER THE TELE COMPANIES ALL THE SIMS ISSUED BY COMPANIES SHOULD INSERT A SOFTWARE IN THE SIM THAT CAN TRACK & CONTACT PERSONS NEAR BY THE AREA WHERE THE NATURAL DISASTERS WILL TAKE PLACE. 1 GOVERNMENT SIM IN FAMILY THAT CAN CONTACT THE FAMILY

In respect to GST, I want to humbly request to my Gov.,that,all the penalty control in portal should be deleted for 6 months or until the GST programme ok in all aspects,hon.PM has given assurance that Gov. are with the businessman to resolve all issue, but,GST network should be instructed,not to charge any penalty or issue notice on portal, only return 3B and payment of tax should be implemented for first phase for 6 months,than gradually implement other forms, etc., best wishes

Ensure that there is compatibility in devices used at both the transmitting and receiving ends and the message does not get tampered midway. The concept is very good, but disseminating the messages among far away areas of India is a challenge that is not made easy due to lack of awareness and telecom facilities. Let the cost be rational and ensure a wider spectrum so that not only the news of the imminent calamity but also ways to tackle it is possible along with keeping check of citizens there.

The Process adopted public protection and disaster risk agencies, who also are ‘first responders’ could be standardized. The agencies are Police, Fire and Ambulance Services, Civil Defence, and Auxiliary services such as military search and rescue. One suggestion that may be debated is that broadband spectrum for a dedicated PPDR network outside of emergency situations could be shared on a commercial basis with non-PPDR users as an incentive to the efficient use of spectrum

Before consideration, we should be rearrange our cable laying systems. For PPDR, underground cabling is must. Our signal strength must be reach each and every corner in India(rivers, mountains, forests etc.,) without transmission loss for better effective communication.
