7. Proper & effective monitoring system for implementation of various directives, rules and regulations by all and mechanism to impose heavy penalties for flouting them. 8. Needless to say that eradication of corruption from all levels of machinery responsible for implementation is equally important else whole machinery and all the efforts will be waste. For this provision of a effective Lokaukta organisation with adequate powers is must. 9. Rules for no political interference & influence.

4. Complete ban on road digging by other departments like DOT/PWD etc for laying underground cables & pipes. This work to be done by same department which is responsible for road maintenance like it is done for Railway tracks. 5. Provision of Law/Rules for Hotels, Restaurants, Hospitals etc for disposal mechanism of waste/garbage generated in their premises. 6. Ban on temporary shops, Thelas, khomacha etc on roads and footpaths. These people be given alternative proper place for their busuness
