4) Fear of tracking by government agencies - Steps should be taken to remove the fear of government agencies tracking their financial details. Some promise from FM/PM for common man.

3) Incentives for Digital payments (Carrot approach) - Unless there is an incentive nobody will be bothered to pay digitally especially sub hundred rupees amount. Government should provide income tax benefits. A seperate section probably where IT benefits can be availed only on spending a certain amount through digital payments. eg. If I spend 50K digitally I will get tax benefits for that amount. This section can be capped to 20-25K initially and increased at a later stage.

2) Time taken to pay the amount - most people have 2G Internet connection. Hence the time taken to pay through digital wallet is atleast 30 seconds whereas cash payment takes negligible time. I would suggest the Infosys model of payment. It connects ID card with an ICICI Digital wallet and takes less than a second to pay. Its a hugely impressive model.

Shortcomings/Point of Improvements for less cash economy: 1) Trust deficit - Instead of directly connecting Savings Account with a digital payment app focus should be on creating digital wallets. People should be able to transfer money from Bank Account to Wallet. This will make people to think that even in case of hacking it is only the wallet which gets affected. Comprimise of Wallet is always better than comprimise of Bank Account data.
