There is still lot of pilferage in the ration goods sold to the needy and poor people. For e.g. a person buying 1 Kg of sugar never gets full weight of sugar but only 800g of sugar. One idea that i can think of, is that all goods always pre-packaged in small proprotions,like sugar already packed in form of 250g, 500g, 1Kg etc. And the package can be such that it is tamper proof. This way we can reduce the pilferage as well as citizens will not feel cheated.

Also make register a company name in the name of each and every citizen. Make them business people rather than just employees. Let them do partnership with foreign companies and increase the export of India. Indians will make record in the world having billion companies registered through banks in single month.
