Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

new industrial policy must address the following 1)tax more on polluting industries 2)incentive for lowering carbon foot print , lower pollution 3)focus on new industry where india has zero or lower presence 4)revamp loss making psu by joint venture with foreign companies 5)close old loss making psu use the land to make new psu with joint venture 6)focus on curcumin ,piperine,ethanol, essence of agro products

1Dedicated govt psu for timber procurement from agro based forests only this will help agroforestry ,stop illegal logging , present import of timber recycling of rubber , 2 New technology for agro chemicals for tanning of leather to present water pollution in ganges 3 Taxing more tanning industry to present water pollution in ganges 4 Carbon tax, fines on cars, autos incentives for bicycles 5 carbon Tax on cement industry , incentives to use fly-ash, concrete waste

focus must be on the following 1) manufacture of electronic transmitters, sensors , etc 2) recycling metal industry make a psu " bharat recycling industry " 3) start manufacturing of television, sensors transmitters and computers in ECIL with japanese companies 4) Recycling of glass, plastic , paper, metal even cloths 5) focus on manufacture of curcumin, peperrin and other essence from spices 6)use existing psus to make joint Ventures with japanese companies

Dear PM Ji , I have to address the Issue of first time / Young entrepreneur Struggles in their business. Mainly Issue of NPA of their current account. I have an Idea to use that Entrepreneur in to government projects with respect to their profile. If we do this will get the both side results which is 1. NPA business man will get business as well Bankers will get their money back. these all might be do it with specially organised Ministry. This model will get WIN WIN situation of both of them.

My suggestion would be for longterm solvency of commercial and industrial banks.Now for a long period of time bank deposits per branch is covered under Deposit linked Insurance plan by bank undertake to pay premium on behalf of its customer upon one lakh rupees.This is long period of time not revised upwards and depositors force to split his in more than one account either differentbranches of samebank or with different banks.Government in consultation with Banks should increase this to 5lakhs.

Warm greetings sir. I think IOT could bring a changeover in industrial field. By using this technology we could do many things faster and quicker. Automation also could play a vital role in this field. This saves our time too. Many new innovative ideas are brought up day by day in many engineering colleges all over India by many engineers.If those ideas are practically implemented, really India will be successful in all sectors.

I feel these are some changes required in industrial policy.changing labour laws to employ on hourly basis, piece rate basis to be competitive in the world and improve our exports maintaining highest quality.Ability of the employer to achieve this goal by hiring or firing the employee. Smallest employer should get insurance coverage for him and his employees.similar to third party insurance in case of motor vehicle accidents.This can reduce the risk for the employer if he takes a insur policy.

1) the file which is submitted to the goverment does not get clear within the time period. so the main thing is that all the goverment employee must do the duty on time. 2) all the employee must have digital attandent that to four time a day because all the employee just sign in at the morning time sign in and leave the work place and back to work place at the time of sign out so have a look at this. 3)there must be camera in all the goverment room to look at employee so % of work increase
