Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

There should not be any cash subsidy of any kind as it can be mis-used, There should be subsidy only in GST and bank interest, A unit of up to 500 employees be allowed to close down without any govt.approval, subject to clearance of employees dues and 15 days salary per year of service and three month notice period.This is in addition to Gratuity. There is a provision for payment to SME sector companies within 45 days but no one, specially in private sector follow this rul.

As we are very urgent to change our industrial policy we also must show same fate with education system, I mean how our students are well prepare to take the responsibility of any transfomation.Our students are just busy in getting marks to take admission in best colleges or better job instead of becoming self reliance, creative and innovative and skill development. If these thing will come in our students in their early stages surely they will move towards startups instead of searching job.

Only GST should be there (2slab type 5 and 18). All items should be under this. Good efficient transport (air,railway, road, sea,postal) should be made available to all industry and services. Loan should be made available to all very quickly once the clearance to the project is legally passed. Good monitoring of the project/industry be made regularly. Reward the good and warn the bad.

कक्षा 9 से ही छात्रों को नियमित एक घण्टा उसी शहर के व्यापारी व्यवसायी उद्योगपति से व्यावहारिक और सैद्धांतिक ज्ञान दिलवाया जाए ताकि वे प्रोत्साहित भी हों और नोकरी की मांग को छोड़कर उद्योग खोलें।कक्षा 11 से एक सब्जेक्ट इसी उद्योग विषय का हो जिसमें इन्नोवेशन करने वाले छात्रों को अतिरिक्त अंक मिले।

Tax must be reduced to a great extend.Even in small eateries it is 10 %. . It should be 0 %. Max Tax should not exceed 10 % for any item including Petroleum Products

1.Any taxes which are killing industries apart from GST should be immediately abolished. Like AGT And CGCR In HIMACHAL PRADESH. 2. TRUCK UNIONS should be banned through out the country. 3.Infrastructure like roads, rail network and water transport should be strengthened. 3.The power tariffs should be low and initial cost of taking a new power connection should be affordable. In some states the cost of new power connections are huge.Generator back should be responsibility of power provider.

किसी भी उद्योग में चाहे वह सरकारी हो या प्राइवेट रिटायर कर्मचारी को ट्रेड यूनियन का पदाधिकारी नही होना चाहिए

हमारे देश में कानून तो बहुत हैं पर उनके क्रियान्वयन में बहुत विलंब हो जाता है। जैसे जब किसी छोटे व्यापारी को किसी खरीदार द्वारा भुगतान चैक द्वारा मिलता है और चैक बाउंस होने पर कानूनी प्रक्रिया में बहुत वक्त लग जाता है, अव्वल तो पैसा मिलता ही नहीं और अगर मिला भी तो ब्याज और मानसिक तनाव से व्यापारी पूरी तरह मानसिक रूप से पूरी तरह टूट चुका होता है। कुछ करें इस बारे में भी।

सरकार द्वारा GST लागू किया गया है जो कि एक बहुत अच्छा कदम है क्या ऐसा सम्भव है कि इसकी प्रक्रिया को तभी पूरा माना जाऐ जब उत्पादन कर्ता को उसके बेचे गए सामान का पूरा भुगतान हो जाऐ।

हमारी सरकार को छोटे उद्योग चलाने वाले लोगों को नई मशीन खरीदने के लिए लोन एवं विदेश से मंगवाने पर इंपोर्ट डयूटी फ्री कर देनी चाहिए, क्योंकि नई टैकनोलॉजी की मशीनों द्वारा उत्पादन बढ़ने पर सरकार को सरकार के टैक्स में बढोतरी तो अपने आप ही हो जाएगी जी ।
