Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

Now we are talking of MaKe in INDIA at the highest level. This will only be fruit full when transparency and honesty comes in the system. We can not afford to fail, hence my submission that new policies be laid down keeping in view TOTAL QUALITY control down upto the last point and last person involved in execution of work.

Is there a way out to monitor the exploitation of SMEs or the final executor, there should be more transparency and honesty in execution of all contracts and works. There should be more strictness in supervision to the laid down specifications, because that is where the whole problem of quality of work is. Today's problems in Railways is only poor quality of work execution.

In our country the biggest buyer for anything and every thing is finally the Government. The big names and big organisations only act as good managers and at times there are new entrepreneurs who are good manipulators having access to the people in power become primary agents and after obtaining the work gives out to smaller agencies and further these agencies give work to SMEs, the final work is done by the SMEs. My concern is sharing profits, that is to say that SMEs should not be exploited.

Labor laws must be changed. Provident fund and employee state insurance are not welcome by employees and forcefully implementing becomes a stumbling block for small industries. Alternatively rules may be made applicable only beyond 100 employees. MSME benefits are only on paper. Even government organizations do not honor MSME guidelines on payment to small industry. khadi gramodyog management asking for fix bribe through agents like ca and others . if someone is not gives bribe thanhis file mostly not processed or if process than rejected. because of big amount of bribe and big confidential agent fee common man is not able to take the benifit of theses schemes. very good schemes are running by government but not reached to right needful person. there should be a strong confidential sting operations should run by government to pnish these corrupt officer.

Export should be very easy to all eCommerce owners so that they can sell Indian goods to international market like china. Chinese sending their eCommerce goods from china to all over world - Shipping Charges comes - Free or $1-5 only. Here Indian post taking Rs.900 per 250gram and lots of documentations. No easy policy.

stratups should via online submit their project report , their product it shuld be reviewed by a team of expert ..if found god give hima allocation of space in industrial area ....and give benifits as mentioned in my above post ... stratups should be encouraged and motivated so that fearless of financial debacle they start their small venture ... small office alloted in industrial area should come with bacic furniturs

Hassle free licensing, liberal labour laws, affordable interest rates, reduction in Gov. interference, supply of power at affordable rates, road and rail links are the essential requirements of industrial developments and hence all these aspects need to be looked into pragmatically and boldly.

govt should idetify Non agritutral land and convert it to a industrial zone suitable to start small scale industry, small offfices, and invit start ups to come down and start their own venture as part of subsidy they can announce ... 1st 6 months or 12 months no rent 1st six month susbsidised electric supply .... and 50% tax reduction for machinery purchased for the venture, provision to display their products or participate in tradefair across globe .....
