Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

This Commission shall be called as Mission Commission which shall consists of Team of genuine social activists and selected retired result oriented officials. Under them, a team of well qualified youth from each State and UTs, who can contribute their efforts for the development of India.The identified projects shall be published in the net with its dead lines.Any bottlenecks shall be addressed to the PM and the public. Options for the suggestions from public should be invited and highlighted.

( 5 ) "States should form own identical bodies for Forecasting, Planning and Monitoring" Any Big projects like, Metro-lines, link-up of rivers with-in a State, State-highways etc are special-projects; here, they should discuss threadbare with Central Govt. CELL to arrive at Funding patterns. It is clear, that this Govt. WILL NOT invest afresh in 100% PSUs. So, ONLY how much Funds thro' PPP, FDI, or, the States' &/Or Centre's own contributions remain, as per pre-set TIME & COST deadlines. OK???

(4 ) The new CELL will be ably assisted by experts in relevant fields. Forecast, Planning, Monitoring , Reviewing, Course-corrections will be a non-stop affair. Govt. ( Or, FM) will oversee the working of this CELL( Called "Forecasting, Planning & Monitoring Cell") & FM will allocate resources basing upon feed-backs got. States may give feedback but usually old wines are re-bottled thro' cut-n-paste-jobs with no real fresh materials. ALL MICROs are regular activities. For new ones separate...

( 3 ). On other hand, Centre must take-over following totally under its care: 1. ALL Elect. PSU Genrn & transmission.(Only Cenre). 2. A few vital hospitals and Technical and Medical education Instns. to bring back Standards. 3. Take-over ALL Law schools. 4. Nationalize all Inter-sate Rivers- form Bodies to govern. 5. Only hand-holding in Agri.sector. 6. No separate ministry for Fishery- Joint-secy. in Foreign affairs, can look after it.7. Centre to quickly ramp-up Elect. genern. and x'mission

(2) Let Centre NOT be responsible in following areas & let States take-over :. 1. Women& child welfare & diff-abled. 2 Drinking water.3 Panchayat& village roads. 4. Sanitation, waste disposal, public health. 5. Only prim.& sec. education as they are under States. 6. ONLY elect. Distbn. (to be under States). 7. Irrigation & agriculture. 8. Fruits & vegetables 9. (1)Let new body be called "Forecast, Planning, Monitoring Cell" ; let "Dept. of Statistics" also brought under one single entity- say, 'ECONOMIC Adviser'. Thus, under one roof, past, present and future will be studied 'in depth'. Now, this naturally is on MACRO-level. On MICRO-levels, data-gathering is basic to functioning of proposed CELL. 1. Central govt should form a team of 29 +1 = 30 members ( 29 = 29 states & 1 = 7 Union territories) 2. Each member will have a team where 5 members appointed by the state, where it is mandatory to follow the standard appointment procedures created by the central govt & CM/FM will be member of this team. 3. This team will travel along the state and create a list of needs for the state. 4. CM gives inputs and list sent to Center. 5. Team should have online portal & give details on online.

It Must be a Panchayat commission more of so that rural livelihood can be improved and then it msut focus on urban lives. 80%rural 20% urban
