The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

Slum up gradation can be done by private players if proper policies are in place. Private builders should be given the total land area of the slum without any restrictions if they make house for all the people living the slum. They can also given job in construction of those houses. Standardization of the area that will be present in the houses for people living in the slum can also be done. Third party people can see weather the scheme is properly been followed by the builders.

As a first step in 'Climate Adaptation' allow habitats with green inside. The spaces meant for green could be added for the purposes of FSI [Floor Space Index] or excluded from FSI. The green spaces excluded from the FSI should be available for surprise inspection by authorities. An excluded green space must contain greenery only. Any violation would result in including the excluded space in FSI and appropriate action taken.

A pool of premium 1BHK apartments at every urban center available to retired Govt. servants or retired EPFO members on rent for lifetime with the flexibility of transfer across towns with inherent terms and conditions can be an answer to most of the difficulty faced by the retired employees. This may be examined by professionals for applicability. There is little possibility that the offspring will stay in the house built by their parents incurring huge expenditure.

I think MNREGA can play major role in this project.All the labour related work will directly connect to the MNREGA.All the labour in real estate have been paid on day to day basis.Government also can pay them on time basis or work basis. All the technical related works like architecture, civil engineering will link to the engineering colleges of related states,IITS and universities. And last all the raw material can buy from major industries in a very large quantity and track all items online.

While the government of India may try and provide housing for all, the most likely beneficiaries, and rightly so, are poor families. But apart from organized poor families, there are many people who do not live in organized families like beggars (adults and children), diseased and groups of hawkers living on the streets of our cities. A comprehensive community housing scheme that provides shelter, care and livelihood for them through skill development is needed to build Shresht Bharath.

Demand and supply gap needs to be addressed. people don't only need cheap houses.they need clean neighbourhood, amenities, parking, wide society roads, parks etc. they are the drivers which push the value of property upwards. make them accessible to all and property prices will come down. promote sub urban style of living and change the notion that residence should be right on highway/major road, near metro etc and strengthen last mile connectivity.

Government alone cant provide housing for all. There is going to be a huge involvement of private builders and groups in this mission. Currently the problem is that houses build by these private builder either are not getting completed or are being overvalued. It makes these houses un-affordable for middle class who can buy them without any financial assistance from government. So its critical to bring a regulator for real estate that can regulate this sector and can control hegemony of builders

Under the National Urban Housing and Habitat Policy, 2015 the smart city to be developed by the Govt should plan girls hostel for rural/village girl students as well as the township planning should also be specially abled people friendly.
