The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

presently while selling house property, govt. guideline value taken for registration. If market value is taken and regn. Charges reduced to 2% or less black money can be avoided without affecting govt. revenue.

Using Prefab home and promoting prefab home and manufacturing them in India will be bring down the cost and time of construction. Also rope in present prefab (ready made) home manufacturers like ikea and many other companies. These Homes can be assembled like furniture and also using E-Commerce can revolutionize housing market also competition will bring house prices down.

A regulatory body similar to SEBI and IRDA should be formed to monitor and regulate the land acquisition for residential projects, builders, standardising builder buyer agreements, enforcing fair valuation and development of residential land. There is also a need for Housing Ombudsman to ensure quick settlement of rows over residential property.

Government should make sure that there is highrise building on every huge group of huts. And the people who gets house should be linked from the government by AADHAR number. It should be compulsary to live there or if they want to change the house, they have to withdraw the house. They should not be able to sell it or give it on rent. The housing should be completely under government's control for next some years. Private companies can build these houses on CSR bases, or on PPP bases.

i as civil engineer think we should think of urban development in 2 directions service level agreement of civil structures. and self sufficient building. in first view we should decide service period of building or structure with appropriate maintenance and it should serve for that period which is prime responsibility of creator of these structure and he should be held responsible for it. in my second view i think we have to creat self sufficient buildings generating bio gas ,solar and reusing

There should be more co-ordination between state Governments and the Central Government. Minimum income should be taken as criteria for the Government to build houses for the deserving people. a National regulatory body should be established to monitor the housing work with overall supervision throughout the country and mal-functionaries should be punished stringently. More transparency should be there for implementing this scheme. youth can be taken help of from NGOs and social service orgzs.

The National Urban Housing Policy should be strict and enforce the following on all houses 1) Rain Water Harvesting on the terrace 2) Solar Panels on the Terrace to generate power 3) Bio gas or Waste Processing Plant 4) CCTV Security 5) Fire Extinguishers 6) Residents association councils registered with Ward Corporator's Office. 7) Records of Land and all Approved Documents. 8) Segregation of Waste (Vegetable, Dry, Paper/Plastic) 9) Separate Transformers for Big Flats

THERE IS NEED OF REGULAR CONTRIBUTION TO SAVINGS FUND ON THE LINE OF PPF. (CAN WE CALL AS NATIONAL HOUSING FUND -nhf WHERE THE EMPLOYEES CAN SUBSCRIBE AND GET RETIREMENT HOME).

It is a very good social policy which aims at providing basic living space for all. We need to identify the right beneficiary or else it will be as ordinary policy of previous government. The development in India has not been distributed equally because of failure in implementation, so need to take extra care while selecting beneficiaries.

इसमे देश के निर्माण अभियंताओ/वास्तुविदो /शहर योजनाकारो के योगदान के बाद संभव है जब तक शहरी क्षेत्रो मे बेतरतीब फैलाव पर अंकुश नही लगेगा यह संभव नही है । किसी भी शहर के वर्तमान विकास प्रारुप का सुक्ष्म अवलोकन तथा उस शहर के पालिक निगम एवं शहर के भीतर व्यावसायिक तौर पर कार्य करने वाले अनुभवी नगर योजनाकारो के मध्य सामंजस्य स्थापित कर कार्ययोजना तैयार करने पर ही कुछ हद तक सफलता हासिल हो सकता है। क्योकि प्रत्येक शहर का अपना एक चरित्र होता है जिसे बाहर से समझते हुये सोचना समय एवं पैसे का अपव्यय होगा।
