The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

The last date for submission of your comments is 3rd March, 2015.

all cities(especially those with greater than 1 million population) should be planned by proffesional and globally competitive agencies only.....whatever new development has to take place in any new city ....for this proper designs of land use should be made first...private developers should not be allowed to do arbitary development of colonies...so that there is enough space for govt schools, hospitals, police stations, transportation, parks, farmers markets etc

government should propose new solutions for the properties relating to mutt and other religious institutions.for ex the institutions has leased its land over a period of 100 years. Now after the end of the lease period neither they are interested to extend it nor they are ready to settle it for a govt rate. Now they are demanding four times the market price. Here for ex 450/rs per sq feet is the govt rate now they are demanding it for 2500rs.persqft and that too they all in cash (black).Pl.adress

The planning of urban housing should be done by experts only. That way the it will be comprehensive, taking into consideration all the infrastructural requirements of the city for next fifty years. Planning by the local political bodies is influenced by their vested interests. It is therefore short sighted & piecemeal work, which is presently happening in case of Pune. Also make compulsory the maximum use of sustainable energy like solar energy, bio gas, vermi culture etc. from the beginning.

according to my best of knowledge, there is no standard rules book procedure written for the construction, before few years there is manditory approval required for the project report, it makes project cost half, so if this kind of approval software can developed, it simply makes automatic upgradation and corruption may stops, where quality of work may imrove, so it enhances the government work..

Such a mammoth project requires huge money. Govt can raise dis money from public by introducing special bonds/saving scheme. Raising money from public 4 a public cause is always a better proposition than raising it from greedy international institutions such as world bank. Both centre nd states shud chip in 4 any shortfall in equal share as both wil claim it in campaign. CPWD/PWDs/NHBs/NBCC/DDA shud be given responsibility to construct. Pls don't engage private builders, they care 4 only profit.

No residential housing project with shops or plaza should be passed unless there is ample provision for the parking for its residents & customers for plaza or shops. All the societies with shops are creating havoc. Customers just park their cars on roads for shopping, eating due to non availability of parking space. Even six lane road ultimately are reduced to single lane for traffic to just crawl or pass through leaving no space for pedestrians except to manage through parked & moving cars.
