शिक्षण और स्वास्थ क्षेत्र में सुधार सरकार की जिम्मेदारी है, मगर सरकारी तंत्र इस क्षेत्र मे फेल है, बहुत आसान है जो लोग अपने बच्चों को प्राथमिक शिक्षण सरकारी स्कूल से दे उन्हीं बच्चों को सरकारी नौकरी मिले,जो प्राइवेट स्कूल से बच्चों को प्राथमिक शिक्षण दिलाए उसे सरकारी, निमसरकारी नौकरी और सरकारी सुविधाएं पद नियुक्तियां नही ऐसा कानून सरकार लाए अधिकारी,कर्मचारी,विधायक,सांसद इन सब के लिए अनिवार्य हो साथ ही इन पर प्राथमिक उपचार सरकारी अस्पतालों मे ही कराए वर्ना शिक्षा,स्वास्थ्य भत्ता सरकार ना दें।
