Cheap Imports,Changing Government Policies, Lack of Capital,High Interest Cost,Outdated Technologies and few more issues need to be overlooked.

Steel which is useless after serving many years in government buildings ,offices,railways should be firstly recycled as some new should be made from it.

Visit any Railway Station. All steel structures are grossly over specified as per ancient British Spec8fication. Eg. Structure for platform roof can be made with one-forth of steel. If steel structures in Railways are replaced, we may not need to mine for decades.
