A webinar on “Transforming the Health Sector: Union Budget 2021 – Strategies for Implementation” is being organized by the Department of Health & Family Welfare along with the Department of Health Research (DHR), M/o AYUSH and Department of Pharmaceuticals on 23rd February 2021 from 10.30 AM – 1.00PM. The webinar will enable sharing of the key highlights of the budget in respect of the health sector and broad strategies for implementation which build on and leverage reforms, enacted over the past few years. Invited experts will reflect on the challenges and opportunities for strengthening policy reform and implementation and provide suggestions on effective partnerships for positive outcomes. Experts are drawn from academia, research institutions, public health experts, Industry, State health officials, Directors of AIIMS, PGI, JIPMER, NIMHANS, other Central Government Institutions and representatives from FICCI, CII, ASOCHAM, PHD Chamber of Commerce, Healthcare Federation of India.

The key announcements in the Union Budget related to Health Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

1. Pneumococcal Conjugate Vaccine to be rolled across the country
2. ₹35000 crore for Covid-19 Vaccine in 2021-22
3. Supplementary Nutrition Programme and Poshan Abhiyan to be merged and launched as Mission Poshan 2.0
4. Outlay ₹64180 crore over 6 years
5. Support for Health and Wellness centres
6. Setting up of Integrated Public Health Labs
7. Establishing critical care hospital blocks
8. Strengthening NCDC
9. Expanding integrated health information portal
10. National Commission for Allied Healthcare Professionals Bill
11. The National Nursing and Midwifery Commission

govt should fixed maximum price limit for medicine and medical equipment , procedure thus put it into bracket of affordability for poor and middle class users

make it mandatory for every MBBS students from govt colleges to serve nation for period of 5 year atleast otherwise he or she should pay expense bear by nation on his/her MBBS similarly Nursing students should serve nation for period of 2 years

looking todays scenario govt should focused to explore reason and remedial action why medical education such as MBBS are so expensive and out of reach of middle class students , there are limited govt colleges rest are private colleges who are offering their MBBS seat on fees almost 1 crore for five years that make it out of reach from middle class even class one officer in govt department who earned around 1 lakh cannot afford it in salary (12 lakh for year whereas fees 20 lakh for year)

आदरणीय प्रधानमंत्री जी, हमारे देश में बहुत अच्छे हाईवे बनाए गए हैं तथा बनाए जा रहे हैं तेज स्पीड से चलने के कारण दुर्घटना भी अधिक होती हैं, कृपया प्रत्येक 100 किलोमीटर पर हाईवे पर एक छोटा ट्रामा सेंटर अवश्य बनवाएं जिस पर एक एडवांस एम्बुलेंस एक डॉक्टर अथवा पैरामेडिकल उपलब्ध हो तथा जीवन रक्षक औषधि एवं ऑक्सीजन की व्यवस्था हो ताकि दुर्घटना में घायल व्यक्तियों एवं गंभीर रूप से घायल व्यक्तियों की जान बचाई जा सके, अभी एंबुलेंस द्वारा उनको किसी भी शहर के अंदर जाने में काफी समय निकल जाता है।

There is a strong need to have some other provisions too, such as making medicines available to the common people at affordable prices. The medicine delivery networks should be strengthened. Free delivery of medicines and medical equipment should be made available to those who cannot afford them, and fair priced medicine and medical equipment shops should be opened in large numbers.

The government should also do something to stop exploitation of patients by private hospitals that has been reportedly on the increase. It must be ensured that these hospitals are also accessible, equitable, and affordable for the common people. Public healthcare systems also need such measures to ease the burden and heavy load and to make it transparent.

Large number of people are required to be trained in health profession to enable the country to deal with the present as well as future emergencies. For this we need to open more medical and nursing colleges in the country. Sanitation, hygiene and preventive healthcare training centres are also required. There must have special provisions for this in this very budges

India needs to increase public spending on healthcare system upto at least 10 per cent of the GDP, and according to some about 14 per cent against average of 1.26 per cent for the last three year. Apart from increasing the number of hospital infrastructure, upgradation of the existing ones are badly required. It is important because most of the people in our country have no option but to go to public hospitals due to lack of financial resources..

The announcement of the new Centrally-funded scheme, PM Swasthya Yojana, with an outlay of ₹64,180 crore, will strengthen and develop primary, secondary and tertiary healthcare facilities even in the last miles of our nation. I hope the government partners with private healthcare to hasten this process and strengthen health services across the country.
