Prime Minister Shri Narendra Modi addressed a webinar on the effective implementation of budget provisions in the Agriculture Sector.

The key announcements in the Union Budget related to Agriculture Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:
•Agriculture Infrastructure Fund would be made available to APMCs for augmenting their infrastructure facilities.
•Keeping in view the transparency and competitiveness that e-NAM has brought into the agricultural market, 1,000 more mandis will be integrated with e-NAM.
•Enhancement of Agri-Credit target to ₹ 16.5 lakh cr. in FY’2022 with focus on increased credit flows to animal husbandry, dairy and fisheries.
•Micro Irrigation Fund, with a corpus of ₹5,000 cr. created under NABARD, is proposed to be doubled by augmenting it by another ₹5,000 cr.
•Warehousing assets of CPSEs such as Central Warehousing Corporation and NAFED will be rolled out under the Asset Monetization Programme.
•Development of Multi-State Cooperatives & all support by Government to them. To further streamline the ‘Ease of Doing Business’ for Cooperatives, setting up a separate Administrative Structure for them.
•PLI schemes with an outlay of Rs. 10,900 Cr. to create manufacturing global champions for the Food Processing sector to become an integral part of global supply chains, possess core competence & cutting-edge technology, promote the value and enhance exports.
•To boost value addition in agriculture and allied products and their exports, the scope of ‘Operation Green Scheme’ that is presently applicable to tomatoes, onions, and potatoes, will be enlarged to include 22 perishable products.
•5 major fishing harbours – Kochi, Chennai, Visakhapatnam, Paradip & Petuaghat as hubs of economic activity. Inland fishing harbours & fish-landing centres along banks of rivers, waterways.
•To boost Seaweed Cultivation & Value chain resulting in increased incomes for Coastal Communities especially women to establish multipurpose Seaweed Park in Tamil Nadu.

माइक्रो इरिगेशन फण्ड में पुरवर्ती 5000 करोड़ के अतिरिक्त नाबार्ड की सहायता से 5000 करोड़ की अतिरिक्त राशि दी गयी है। जिससे किसानों की सिंचित इकाई में अभूतपूर्व वृद्धि होगी। और असिंचित इकाइयों के रकबा घटेगा। यह कदम भी कृषि व्यापार में क्रांतिकारी कदम लाएगा। और हमारे कृषि क्षेत्र को मजबूती प्रदान करते हुए भारतीय अर्थव्यवस्था को सुदृढ़ करेगा।

पशु और पशुपालन डेयरी उत्पादों और फिशरीज के क्षेत्र में क्रेडिट सीमा को 16.5 लाख करोड़ बढ़ाया गया है। जो कि भारत सरकार की किसानों की प्रति संवेदनशीलता को दर्शाता है। इससे पशुपालन और डेयरी उत्पादों और मत्स्य पालन जैसे क्षेत्रों से जुड़े हुए लोगों को बहुत ज्यादा लाभ मिलेगा। इससे उनके व्यापार क्षेत्र में उन्नति के अवसर सृजित होंगे।

e-nam के माध्यम से कृषि बाजार में पारदर्शिता और कम्पीटीशन को बढ़ावा देते हुए e-nam के माध्यम से 1000 नवीन मंडियों का निर्माण किया जाना बहुत ही बढ़िया और सराहनीय कदम है। साथ ही इसका मोबाइल वर्जन जारी करके हर किसानों को इससे जोड़ने का कार्य भारत सरकार कर रही है। जोकि भारत वर्ष के किसानों को सुखमय जीवन की ओर अग्रसर करेगी एवम किसानों में हताशा की वजह से होने वाली आत्महत्या पर रोक भी लगेगी।

एग्रीकल्चर इन्फ्रास्ट्रक्चर फण्ड बनाने से APMC और भी मजबूत होगी। जिससे किसानों को और ज्यादा राहत मिलेगी। पहले के सरकारों ने इस क्षेत्रों में सुधार के लिए कोई कदम नही उठाया। सिर्फ चुनावी घोषणाएं की जाती रही है। वर्तमान भारत सरकार ने किसानों की समस्याओं को समझते हुए APMC को मजबूत करने के लिए अलग से एग्रीकल्चर इन्फ्रास्ट्रक्चर फण्ड का निर्माण स्वागत, एवं सराहनीय कदम है।

Respected sir Transopor rate are also skytouching .for this the price of the vegetables are growing . there for in this budget specially transportation rate to be fixed which is a measurable things both the consumet and the retailers.some tax are to be reduced. further loans are to be sanctioned on this ground to be more effective for the young farmers.

So, every farmers has to be planted the essential vegetables.if they grow ,they will not be given the actual price.so,government decice the price and control.further it is a good step by the govt that employment opportuittiesalso enlarged.high tyielding seeds and plant should supply by the govt.and also and initiatives programme by the govt that every scool has a kitchen garden for the mdm programme .hence,a welcoming programme which is to be placed in the upcoming budget. For India agriculture is the most important sector in terms of its share in GDP and Employment. Agriculture is a vital sector for both economic development and poverty reduction, a budget Framework integrating all resources with a single nomenclature must be implemented. Donors should not intervene outside of the agriculture sector programs being developed. Lack of funding is a ki barrier and mitigation and adaptation policies involve investment technology and binding measures for management

BUT SIR THESE OPEATION GREEN SCHEME NOT ONLY LIMITTED TO A LIMITED REGIONS BUT ALSO COME TO EVERY DISTRICT OF STATES.BECAUSE NOW A DAYS THE PRICES OF BEGETABLES ARE SKYTOUCHING. ONION ,ITS PRICE IS NOT REDUCING AT ALL .BEFORE TWO AND THREE MONTH ITS PRIE WAS UPTO 100 RUPEES.IT CAN BE VERY HARD TO PURCHASE ON THE FIELD OF MIDDLE CLASS AND THE POORER SECTIONS.IT IS A BASIC NEEDS OF EVERY HOUSEHOLD.ITS PRICES WAS ALSO SKYTOUCHING.SO,HOW CAN APOOR GUY PURCHASE IT.

RESPECTED SIR OPERATIONAL GREEN SCHEME IS A PRICE FIXATION SCHEME THAT AIMS TO ENSURE FARMERS GET THE RIGHT PRICE FOR THE ROPS THEY PRODUCE.THE SCHEME FOCUSES ON ORGANIZED MARKETING OF VEGETABLES BY ESTABLISHING CONNECTIONS BETWEEN FARMERS AND CONSUMERS. SIR , IT IS AN INITIATIVE SCHEME BY THE GOVERNMENT OF INDIA THAT IS GOING TO PLACED IN THE UPCOMING BUDGET 2021-22.

मेरे विचार से सरकार को बैंकों का निजीकरण ना करके उनका विलय करना चाहिए बैंकों के विलय के बाद घाटे में चलने वाली शाखाओं को बंद करके तथा विभिन्न बैंकों के एक जगह पर विलय उपरांत शाखाओं में मुनाफे वाली शाखाओं को रखना चाहिए जिससे आम नागरिक की बैंकिंग सेवा को प्राप्त करने में आसानी हो तथा विभिन्न योजनाओं का समावेश आसानी से हो सके बैंकों का निजी करण उपाय नहीं है बल्कि लोकतंत्र के लिए कष्ट कारक हो सकता है देश में डिजिटल सेवाएं भी कमजोर होगी और बैंकिंग उत्पाद में मुनाफाखोरी से सेवाएं महंगी होंगी
