The Finance Minister in his budget speech for the Union Budget 2015-16 interalia stressed the need to streamline the institutional arrangements for resolution of disputes relating to public contracts and proposed to introduce Public Contracts (Resolution of Disputes) Bill. The relevant excerpt from his budget speech is as follows:

"73. On the other hand, disputes arising in public contracts take long to resolve, and the process is very costly too. My Government proposes to introduce Public Contracts (Resolution of Disputes) Bill, to streamline the institutional arrangements for resolution of such disputes."

2. Accordingly, a preliminary first draft of Public Contracts (Resolution of Disputes) Bill, 2015 has been prepared. The proposed legislation is envisaged to deal with the contracts entered into by Public Authority for construction projects and infrastructure projects including PPP projects.

3. The draft bill is attached for obtaining comments/views of stakeholders.

we are stressed by oridinary person.we having given written complain in B divison about the matter also having informed the idea care about the matter the matter id dated 09th-June-2015 started receiving threatening calls from different number raised the matter and till today they (police)have NOT issued FIR.the duty of police is to protect.the person who has done this hasnt got any thing in writting from the person just on saying on friendship has done it and we got the matter on our mobile.

Sir when we r in school we were always taught "we r indians n all indians r our brothers n sisters n we all r equal". By the time we reach high school in the board examination forms we r made 2 write wether we r sc, st, obc or the general. Why this discrimination why this division why cant we keep everyong in the same category as an indian? We want india 2 surpass America but want subsidy in everything. Why not cut on all the subsidies so that we will grow as a strongest econemy in the world.

When any contract is given to the contractor then in contract time line should be mentioned and if the contractor is unable to complete that within that without any genuine resion time line he has to be penalized.. And the concept of dividing contract within two or more contractor also be useful for increasing the speed and Quality of work just because of compition between among them

Give the project at two firm at same time. Split the project in to two ,ex 25 km road project give half to one contractor and another one , so it will create the competition. Also they need to buy from approved vendors only through online the required materials. So that offline discussion and bad quality material will be elimainated

Respected Sir,for a contract we shall laid down proper requirements of quality, delivery cost, aesthetics and other functional requirements. In our country we are looking for lowest quotation not the quality.By this everybody tries to cheat the government and the public.Hence We should give priority for international standard,competent people,Life expectancy and after sales & service. Some local educated representative from nearby colleges/university faculty can be given accountability.

Why not a penalty clause can be a part of any public contract which clearly States minimum quality required and minimum life span requirements. Heavy penalties along with Contractor and his family members ban for futures Contracts.

Sir, what are the rules followed by any Toll plaza to manage traffic and avoid long toll lines by introduction of innovative toll Claiming process ? Also, penalties charges details in case of mis management of traffic by toll person. Thanks and With Regards, Gulshan Kumar
