The condition put is the private company will determine the end product. So in the likely event of India facing shortage, the company could export it?? Can it be changed to put this condition specifically?

The Centre is planning to auction 25 coal mines in 2017–18, four of which will be reserved for commercial mining. First thing is to disclose the the details of the locations of the mines and the rules for the auctions. The Centre had so far held three rounds of coal mine auctions after the Supreme Court canelled the 204 Coal Blocks allocation in 2014.
