Under the eKranti- Electronic delivery of services, National Centre for e-Governance Standards and Technology has been set up by STQC, Standardization, Testing and Quality Certification as a Centre for formulation of standards under the Ministry of Electronics and Information Technology. Under this initiative, eGovernance service Maturity model has been formulated.

Maturity models are used to assess as-is situations (to diagnose and eliminate deficient capabilities), to guide improvement initiatives (to map the way for improvement) and to control progress. The development in the Information and Communications Technology (ICT) has made it possible for citizens to interact with the government remotely without physically visiting any government office in most of the cases and avail the e-Governance services in a convenient manner. In the context of Electronic Service Delivery – “e-Governance is about the making use of ICT in systems of governance for a wider participation and a deeper involvement of citizens, institutions, civil society groups and the private sector in the decision making process of governance.”

Over the years, the central and state governments have adopted various measures to improve the quality of services delivered to the citizens and have tried to reach different sections of the society to improve the social and economic status of the masses.
This Maturity Model caters to the requirements of e-Governance services strictly in the Indian context. The fundamental goal is to keep the criteria as objective as possible and which is not entirely based on the subjective assessment. An authentic mechanism for ensuring a rational and objective assessment of these services has been dealt with in this model. The model proposes to conduct two kinds of assessments one by the Government Ministry/Department and other by the beneficiary.

The draft specifications are now put up for public consultation till 17th March, 2017.

Draft on e-governance is wonderful. I have reallly liked the idea of cashless paperless faceless. My views are as 1. Top order assessment would be best with level 4 to level 5 in some cases if possibe. 2. To implement it there is high need of digi lockers , esign usage in govermental organisation and forms. 3. All servoces should be monitored and service delivery should be in time bound manner. Citizen can check the status of its government services. 4. Aadhar usage should be increased

In respect to Budget 2017, I want to suggest that, the period of scrutiny assessment decreased from 21 months to 18 months will create great hardship to assessee, CA and IT depptt. , as the last date of audit and filling return is 30th september, while, the time barring date for scrutiny will the same date, hence, such provision should be reviewed and should changes to 15 months or 21 months, any mistake by CA in certificate should not be penalised, please review such provision, best wishes

Sir, it is shameful that in country like India, water quality of public water supply is one of the worst in the world and it is getting worst according to an international agency in 2016. The officials are insensitive, under performing, incompetent, negligent, lacking knowledge to face the changing water quality in their areas if there is any rapid change.Sad that they are not being properly trained with use of technology as per changing needs.People are consuming slow poison in this kind of water
