Under the eKranti- Electronic delivery of services, National Centre for e-Governance Standards and Technology has been set up by STQC, Standardization, Testing and Quality Certification as a Centre for formulation of standards under the Ministry of Electronics and Information Technology. Under this initiative, eGovernance service Maturity model has been formulated.

Maturity models are used to assess as-is situations (to diagnose and eliminate deficient capabilities), to guide improvement initiatives (to map the way for improvement) and to control progress. The development in the Information and Communications Technology (ICT) has made it possible for citizens to interact with the government remotely without physically visiting any government office in most of the cases and avail the e-Governance services in a convenient manner. In the context of Electronic Service Delivery – “e-Governance is about the making use of ICT in systems of governance for a wider participation and a deeper involvement of citizens, institutions, civil society groups and the private sector in the decision making process of governance.”

Over the years, the central and state governments have adopted various measures to improve the quality of services delivered to the citizens and have tried to reach different sections of the society to improve the social and economic status of the masses.
This Maturity Model caters to the requirements of e-Governance services strictly in the Indian context. The fundamental goal is to keep the criteria as objective as possible and which is not entirely based on the subjective assessment. An authentic mechanism for ensuring a rational and objective assessment of these services has been dealt with in this model. The model proposes to conduct two kinds of assessments one by the Government Ministry/Department and other by the beneficiary.

The draft specifications are now put up for public consultation till 17th March, 2017.

The structure of the Indian government is COMPLETELY FLAWED. True democracy is possible only when a public body is included in Legislature, Executive and Judiciary from the Village to the National capital. This would also help discipline the ministers and government officials who heed to people only at the time of election and then go away. Public jury is needed in all courts. People should have 35% power in both Lok sabha and Rajya Sabha.

1) Feedback Gathering should be electronic and should be collected as and when service is administered. For example - obtaining a birth certificate. If application is online, how payment is made and if Electronic documents are provided for proof is automatically known. We should use such data to gather analytics. After the application, ask for rating and feedback on a scale of 1-10. b) Nobody will to answer 20 or 25 questions. Too many. c) Implementation aspects not clear in doc.

Sir, at many places , people uses credit cards to fill petrol / Diesel for the vehicles... it looks sometimes that they have been charged with the service charges... pls to check whether it's true and if you could waive these in future... in the interest of the public, it would be great , so cash usage in petrol bunks... will be minimized to a larger extent ...! Jai Hind !
