Mark to Market capital gain for land banks kept by people within certain radius of growing cities. This will discourage land hording and hapazard growth of urban sprawl. Also it unlock money for the govt and force investors to move away from land as asset to other productive economic pursuits. To prevent showing them as agricultural land allow the panchayats to tax them on notional produce basis. They can offset this from the CG they need to pay towards Mark to market gain.

Direct or indirect tax procedure needs to be revised complete including assessment process. No work moves without bribe. If refund is due without payment of 10% of refund amount refund is never given and Government has to pay interest on over due refund when refunded.

In my humble opinion:budgets are designed keeping govt.servant pay structure in mind.Salaried people across pvt and govt should have same structure.Retirement for govt now is corpus based,so budget should give big breaks for retirement corpus. For jobless and retired it should do away with taxing of Fixed deposits which is the boon for this class. It should be treated as MF.This is win-win for banks, depositor, govt and economy.

Delhi per person income in year is 3580 dollar. Mumbai per person income is 1990 dollar. Delhi is top rank. mumbai is second rank. But Delhi citizen pay petrol and diesel price at 10% low rate. They should be charge more compare to other city. Delhi income is better compare to other city. I am open for detail discussion,

telephone no. should be optional on IT Return Form. The reason is that in case of refund, IT department staff make telephone call and demand bribe, and than they release refund order. I am open for detail discussion
