Govt Should announce that after two years children of govt officials, MLAs, MPs have to study in Govt schools. So they have two years time to redesign the govt schools according to what they want for their children and what kind of education they want for them. To develop India we must ensure quality education for our children.

many government units do similar functions. there are common goals for more than one department. this increases expenditure. state level departments have multi-tier sanctioning system. this should be limited to 3 tier system: local, district and state. many agencies take up building construction. since all are through open tender, only one agency is needed. similar problem exists for other works. streamlining of works by institutional reform is the first step needed.

All State Governments should submit a list of all their Departments, Boards, Corporations, Universities, Public Sector Undertakings, Research Centres stating why it was formed with details of their performance, expenses incurred per year, details of foreign tours made and losses incurred till date. Whether it was formed to accommodate somebody’s kith and kin. If there is a duplication of work with two such Departments. If so they should be closed down with immediate effect.

PSUs managements have become top heavy leading to huge expenditure on them whereas lower staffs are very less. Govt should review and reduce the size of the PSU management. Govt should also look into reservations as hardly needy gets the job/ college admission since most of the reservations are swallowed by the creamy layers. The faulty policy is not benefiting the really needy. The poverty elimination should be constructive and not mere policy for creamy layers.

year-wise allocation department -wise allocation , project -wise allocation foreign -exchange allocation are major causes of delays.A seem less free planning and implementation of receipts as well as expenses is possible and offers great freedom to all .Allocative efficiency will be 100%here

Please do not appoint any commission. This is a platform for Govt.officials and politicians, to help people to get into commission, since they do not have much work. Please appoint international professional organizations, with a condition that 75% fee will be paid only if they are implented at Govt.level

Expenditure management should also include proper use of Human resources. In BSNL the attendance of each office is being compiled every morning and evening in each office, forwarded to the next higher office and so on until it reaches the office of CGM. This results in avoidable WASTAGE of hundreds of man hours daily which can be stopped immediately by installing Biometric attendance system. Surprisingly, no one notices. There is no interactive mgmt. and employees cannot give suggestions.

Govt is providing lots of money to the different department for the improvemet of the nation, but very few proprtion is being spend by officials on project they try to stole money for them,so i suggest in budget we should be more focused for ratio of development towards spend money.in this way govt can decide that in future how much has to be given for which department,i belv allocating budget is not only the proper solution for development we should monitor it as well.
