The Oil crisis of 1970s brought into sharp focus the need for conservation of petroleum products due to the enormous hike in country’s import bill. The Government in response set up the Petroleum Conservation Action Group (PCAG) in 1976, which reported that a conservation potential of about 20% existed in major sectors of the economy. PCAG was subsequently reconstituted on 10th August’ 1978 as Petroleum Conservation Research Association (PCRA) with a vision to become a center of excellence for conservation of hydrocarbons & environment protection for sustainable development, of our inherent strength.

Petroleum Conservation Research Association is a registered society set up under the aegis of Ministry of Petroleum & Natural Gas, Government of India (MoP&NG). PCRA is a national government agency engaged in promoting conservation of petroleum products & energy efficiency in various sectors of economy.  It helps the government in proposing policies and strategies for petroleum conservation, aimed at reducing excessive dependence of the country on oil requirement. 

PCRA aims at making oil conservation a national movement. As part of its mandate, PCRA is entrusted with the task of creating awareness amongst the masses about the importance, methods and benefits of conserving petroleum products & emission reduction. It sponsors R&D activities for the development of fuel-efficient equipment / devices. The other major activities being carried out by PCRA are Driver training programs/Workshops on fuel efficient driving, Model depot projects for State Transport Undertakings for efficient operations, Energy Audits for energy conservation & energy efficiency potential, ISO 50001 certification for Energy Management System, Perform-Achieve-Trade(PAT) for designated consumers to reduce specific energy consumption, Fuel oil diagnostic studies to identify energy efficiency opportunities, Development of fuel economy norms for Heavy Duty Vehicles, workshops/ exhibitions, consumer meets, education films/TV spots, hoarding/ electronic display, distribution of printed literature. Over the years, PCRA has enlarged its role in improving productivity in use of various sources of energy, for the purpose of achieving environment protection and sustainable development.

The demand of petroleum products in the country is growing steadily and Govt. Policy as spelt out in India hydrocarbon vision 2025 considers issues such as energy security, use of alternate fuels and interchangeability of technology as vital to ensure that mix of energy sources used in economy is optimal and sustainable.
Towards its mission for efficient energy utilization and environment protection, PCRA is working with the support of Public Sector Oil & Gas Companies, Government & Non-Government Organizations, Research Institutes and Laboratories, Educational Institutes, Consumer Associations and other organizations.

Revisiting the Mandate

PCRA has made all endeavour to deliver on its mandate for nearly 4 decades. With changing time, it is imperative to revisit our mandate so that it is in synchronisation with challenges of the day and future.
In view of the above, PCRA solicit the opinion/suggestion of the People of India to add/delete so that the spectrum of its mandate can be widened.

Conservation of petroleum products ideas 1.South india ethenol to be used about 30percent in diesel & petrol.2.North India vehicles to be used on CNG 3.Public transport to be supported by metro rail, give subsidised fuel to corporation transport system. This will reduce private vehicles.

1- All government & private hospitals, medical shops, dispensaries, petrol pumps 2- All permanents grocery shops should be equipped with POS device so that no citizen could die of medicine and hunger because of having no money in pocket. Citizens should be advised to use their ATM cards for purchasing in their daily life.

Sir, To fight with Oil Crisis, The best way is to increase the Tax 2 to 3 times on vehicle cost on purchase of new vehicle, resulted public will use public vehicle or sharing vehicle and consumption of fuel will automatically decrease.

All tolls to be collected by vehicle insurance policies, provide two policy types one local city limits only other trans india. Trans India vehicle insurance policy should add flat additional charge for annual toll fee averaged per vehicle depending upon the type of vehicle. This will considerably reduce pollution, corruption, oil import bill, reduce transport costs. Heavy vehicles should be banned during peak traffic times during day in Metrocities. Road repairs only at night.

Oil crisis continues from many years long so it's time to find alternative fuel which didn't affect environment much. Encouraging public transport systems and using bio-diesel is the way.Jatropha is planted and biodiesel can be obtained from that easily. biodiesel can emit carbon dioxide as fossil fuel but that carbon dioxide helps plant production .

Sir, I feel that the transport of petroleum to the major cities in the North East be done through product pipeline. Connecting Numaligarh refinery with the State capitals in the North East will involve only Rs 4000 Crores. We see so many tankers ferrying petroleum products and are stuck in jams/strikes/bands etc. Manipur is reeling under a crisis since last one month. Tripura faced a similar situation during the road and rail block during the monsoons. we need to think different.

my innovation "Auto water pumping without electric city" help to save petroleum product.my innovation purpose is to save electricity and its generating source of energy[non renewable (coal, gas, fuels etc..) ]. Ultimate aim of this project is to save the environment from global warming and climate change by reducing the use of coal ,gas, petrol, diesel etc. the objective of this project is to save the environment starting with building to city to state to nation to world.

Conservation of oil resources could be achieved by using biodiesel, at least by blending with conventional gasoline. This will also bring down emissions. Stricter emission norms such as BS4& above should be applied uniformly across the country. Public transport should be improved so that public feels convenience both in terms of ease & cost. This will also reduce vehicular traffic on roads and save fuel.

All the Public /Govt /Pvt offices employees should be provided with common transport facility like bus or van by the organization it will help in reducing pollution and traffic problems of India.

Make private car pooling legal. As I see many RTO officials catching private car fining if they take passengers on their way to their office, because of this hassle many don't want to bother and travel in cars as single passenger. Imagine if each 4 or 6 seater cars takes passengers to same destination or on their way., it will reduce lot of loads on government vehicle and car pooling will be a big boom.
