The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

I think FCI should be split in to three differnt independent PSU's whose chairmen should be PM of India.First PSU should only do Procurement from Farmers, Seconde one should only look after Storage of the goods procured and third PSU should look after only distribution.Each PSU should have 20% of Privatisation so that high standarad of professionalism can be maintained.

Create a digital data base for every event followed by FCI so that we can track each and every step taken by FCI officials.
all poor people should be allot a smart card(like debit cards)

Secondly, FCI should try to become more customer-centric in its approach by leveraging the use of ICT. ICT can also help in bringing transparency and efficiency in operations while curbing corruption at various levels.

FCI performs three major functions:
1. Effective price support operations for safeguarding the interests of the farmers.
2. Distribution of food grains throughout the country for public distribution system.
3. Maintaining satisfactory level of operational and buffer stocks of food grains to ensure National Food Security

Since, each of the above three functions are distinct, critical & specialized activity, firstly, there should be three different organizations performing these functions.

Sir first of all FCI is one of most corrupt organisation in india. When i say corrupt that means i have seen corruption in Bazar the food grain which is allotted for Poor people under Public Distribution this Grain is sold in market with the help of FCI official. Sir i want first corruption should be stop in FCI then only go for Restructuring. In my thinking all most 50% grain under PDS and food security bill which is for Poor is sold in market Kindly remove this from FCI then only we will win.

We should have more and more Industrial Training Institutes and Polytechnics as we had during before 1980. In these training centers training to be imparted on tailoring, darning, dress cutting, watch repairing, motor mechanic. carpentry including quality furniture making, book bindings, foundry, lathe work including milling, planning, drilling etc., bakery, techniques of masonry work, art of painting and many more. We need to work fast in order to develop fast SKILLED MANPOWER

In 2013, the Indian government stated 21.9% of its population is below its official poverty limit. That are roughly 28 crore odd people. Sharing INR 450 crore (approx. cost of Mangalyaan) among 28 crore "poor" people roughly amounts to INR 16 per head. India's official poverty line is around INR 32 per day. That can imply that our "poor" people gave half of their one day's efforts' worth to realize the dreams of space exploration.

Food and fertiliser subsidy bill has crossed R2 lakh crore per annum. In the current Budget, food subsidy was R1.15 lakh crore, but there are pending bills of R50,000 crore. Similarly, fertiliser subsidy in the Budget stood at R71,000 crore, but there are unpaid bills of R38,000 crore. This is scary in terms of financial burden on the exchequer. Our research shows that if the government decides to give cash directly to consumers and farmers by the UID or the Aadhaar route
