The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Limit of 500 words is not sufficient. Therefore I am continuing. Permanent storage sheds should not be built. Instead grain should be put in mobile containers trucks at harvesting collection centres from where the trucks should directly move to house holds for distributing grains for annual requirement of house holds. Every household will have year's food scurity .This will reduce storage & handling cost and save grains from getting rotten, pilferage, rodent etc.

Sir, Restucturing of fci means safety of food grains and storage management and reduce transportation cost of moving of food grains ,there are various point in this regard (1)in depot level there are two wings working one is Depot staff another is Technical staff there is no need to be two wings there should we one controling authority which control both Depot as well as Technical staff and take all responsibility which unite and remove the conflict between two wings .

Restructuring of FCI will not serve any purpose. House holds should be encouraged to buy & store one year's grain requirements in their houses at the time harvesting. Those who cannot pay should be given on credit basis and recover in installments.This will solve grain storage problem.it will also prevent price rise on grains because there will be no buyer for rest of the year. Only surplus grains should be stored with FCI for exports etc. Similar suggestion was once given by Mrs Sushma Sawraj.

SIR, BEING CA I WANT TO APPRISE YOU ABOUT GROUND REALITY. STORAGE HAS MANY LOOPHOLES AND LOT OF LEAKAGE IN THE ABSENCE OF PROPER INDEPENDANT AUDIT. WITHOUT KNOWING THE GROUND REALITY, NO POLICY CAN WORK. IT IS UNFORTUNATE IN INDIA, POLICIES DID NOT GIVE DESIRED RESULTS BECAUSE POLICYMAKERS DON'T KNOW GROUND REALITY. PLEASE MAKE SURPRISE CHECK OF GODOWNS OF FCI, KNOW REALITY ABOUT STOCKS THEN FRAME POLICY FOR BEST RESULTS.

Procurement places should be increased at vast majority...in whole country in order to make safe for every farmer...FCI should build and maintain food storage / cold storages infrastructure say 1000 No /year in selective locations covering village clusters.FCI can rent these storage at very low rates to farmers.The cost of building infrastructure will be covered by preventing rotting and wastage of food

Let there be FCI Godown alone instead of Ration Shops and distribution be done at Unique Price for all citizens. No BPL and APL Cards. Foodgrain should be distributed for all Rural and Urban Employment Programs as a compensation alongwith direct transfer of Cash. Safai Karmacharis working on Cleanliness Program of Swachh Bharat be also given Foodgrains. This way, Govt can save Foodgrain from getting spoiled.

A part of MNREGA funds should be used to create food chain infrastructure.
