Total avoidance of Petrol or diesel seems difficult. What we can do is to ask all private vehicle owners (including 2 wheelers & 4 wheelers) to ride in public transportation (Bus, share auto, local trains etc.)
If we become habitual to this for once a week, it will save much of the petrol/ diesel...
Simultaneously Govt. can think on new developments for transportation which can be ecofriendly..

Then he/she able to purchase fuel upon verification. If one is crossing his monthly limit in case then he/she has to pay extra charges per litre. On every month it will be auto zero to your account of fuel consumption. It will be strictly prohibited to use other persons Aadhar no. This is illustration. Commercial vehicles & heavy four vehicles can be exempted from this all criteria can be different. But 1st target on personal 2/4 vehicles on trial basis.

Appreciating for all suggestions from different location of India.
Here I am sharing my own thought.
Its time to take harsh decision coz now we are too late. I think we should control fuel consumption by single person. For this we can link individual's Aadhar number to fuel consumption by fixing monthly usage. For an example 10 lit per person monthly. Now on every visit to petrol pump one must have to share his Aadhar number then official check his photo Id from e-generated Aadhar. Cont...

This matter I like the most of our honorable Prime minister Narendra Modi that he is taking interest in social matters which are non political. Saving fuels is burning issue & its our prime responsibility as a responsible & educated citizen. I am also very pleased to see that lot of suggestions & solutions given by my brothers & sisters in below comments. We all should give our maximum efforts to get rid from current situation.

-All School/company buses should go electrical
-A law that from 2020,educational institutions shall permit only electric vehicles in the campus.
-Engage companies that employees should work from home atleast 6 days in a year.(starting from govt).
-There need to be dedicated school buses for free (or a minimal price) for each school. individual transport to schools should be discouraged or prohibited.

Sir ji Namaskar.... Useage of petroleum products should be decreased...to minimize the useage one have the inner conscious from there own heart... This can be easily done..... Instead of the punishment or fine impose on them.... We should give them the Award(means food) that they can remember every time when they repeat. Example : A person driving a car single ( none one there inside car) however car having capacity of 3+1. Then we have to give him 4 member meals instead of single peraon

Expecting masses to avoid petrol/ diesel use for one day in a week would be too optimistic and idealistic to expect at once and all of a sudden. To start with, two days in a month can be declared as Green Days, like second and last Friday of the month, for which awareness can be generated through platforms like advertisement, media, NGO's, directing schools to observe these days by asking students to go non-petrol. Gradually, when the momentum picks, we can shift to one day per week.

Using bicycles more than cars and bikes.
Using battery vehicles.
Instead of using vehicles for small distance walking is best way
Therefore I think its very good idea of one day off to the usage of petrol and diesel.
