for area around colonies must be electrified using solar electricity wind electricity which ever may be feasible depending upon climate suited and necessary charges may be collected from the colony residents in their electric bills ofcourse that may be too small component of their actual bill so nobody will mind it

Commercial electricity must be based on fixed formula = fixed rate for connection + 150*(actual expense on unit delivery)
the extra charge must be used to pay salary of staff deployed , building infrastructure, for providing subsidized electricity to poors

our national electricity policy must be devise to keep poor's ,farmers and lower middle class in mind as these sectors of our society most affected from increase in electric bill so they must continue to get electricity in subsidized rates eg poors in jhuggi and slum must get one point connection at fixed charge of Rs 100 per month similarly farmers must get one electric point connection at fixed rate of Rs 1000 per month similarly middle class will get electricity in half rate of commercial

1) Basic rate should be related source of generation.
2) Basic rate should be related to user income bracket.

we need an integrated electricity policy focusing on greening the process and this needs to connected to other utilities like water, pollution control etc etc.
few suggestions
1. for consumer there needs to be only one bill for all utilities...no separate bill for water, electricity, property tax, other services?
2. it should be either pan card or aadhar based...opportunity to bring using these 2 platforms effectively.
3. over all green electricity index for city / state / country
