Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

science is connectivity bridge to development science nature में हैं खुद के human body में है in daily life thinking of daily life activities surrounding things को सोच में लाना science है eg to less bribe what u do stop to bribe or oppose to it first - prepare to mind not to bribe then strongly oppose to it simple it's a science but hard to resign सोच में science लावो then apply it nature तक पोहोचने का रास्ता है जो इन्सान के दिमाग से होके गुजरता है for peace not distroy

science एक सोच है नजरीया है जिसे हमें जिने के ढांचे में डालना है जो life हम जी रहे हैं वो science है रसोई में रोजका खाना sci है nature science है तो अलग क्या है -सोच सोच में मोच है ,q है cause certain development it take breaks तो वो नजरीया हमें लाना है from early childhood to daily activities human body को हम अब तक समझ नहीं पाए हम सोचते केसे है science let's start (in thinking) then do (practical) रोड पे होने वाले accident रोकने के लिए सोचना science है q कि वो सोच में humanity है

to helping others r also science , scientific directions leads to spirituality for humanity eg when human rights came into existence after world war- people realise so this realisation is science which leads to better science is to development but not on cost of disturbing nature but rather taking help of nature eg in judiciary- justice equally to all in these equal opportunity when there r hurdle of waste of time & not valuate it's purpose then break the obstacles r science

science is an idea whatever comes to mind applicability to use for society cause to make human life better with nature when u saw a problem in society of any kind thinking for a problem find solutions with help of everyone " for the world by the people to the nature " जो मनुष्य के काम आ सके nature को साथ लेकर science nature morals to peace calm relaxing humanitarian aid problem हमारे दिमाग कि उपज है तो solutions nature की दि दृष्टि है

indian do not have value of nature in short everything indian is blessed in everything to use paperless work I think must having habitual of precise & exact written no need lengthy work in specific words u can note down notice & so far this need alphabet letter to reuse only , where repeating of work eg if the exam has postponed then only further details regarding but not they will mention previous date/why that references why such human have mind to assume further notices use technology

साइबर क्राइम पुलिस भी विज्ञान प्रौद्योगिकी का उपयोग करती है साइबर क्राइम ज़्यादातर मोबाइल से होते है सरकार को चाहिए कि मोबाइल सिम कार्ड देते समय सिर्फ आधार कार्ड की कॉपी लेकर सिम या मोबाईल नंबर ना दिया जाए बल्कि आधार के साथ फिंगर प्रिंट के मॅच होने की पुष्टि के बाद ही नंबर एक्टिवेट किया जाए और संपूर्ण देश में एक सिमित समय सीमा तय कर मोबाइल नंबर के लिए इस प्रकार की KYC अनिवार्य करने के लिए कानून बनाए। साइबर क्राइम और ठगी के मामले अपने आप कम हो सकते हैं। पहले कौन सा नंबर लिया है पता चल जाएगा।
