Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

Policy need to include all revenues generated from such fields need to be spend on spreading tech thru out india ,& part in scientific innovation ,and part in awareness and education of invented technology ,till indian talent gets green card abroad , there family needs to be taxed here for there income abroad ,or on transfer of money to india ,to dissuade talent migration and encourage using such talent for india ,govt supports and educate talent at there cost and fruits are for foreign country

Policy need to include global innovations & technology to be available to india simultaneously ,contribution of indian technology cos like wipro,infosys ,tcs to foreign need to be heavily taxed ,work outsourced to indian enteupeuner thru net by foreign co need to be heavily taxed ,compulsory contribution to indian govt for digitalisation & software by indian technology co at subsidised rates ,technology labour works by india to foreign need to be dissuaded & same need to be contributed to india

मानींय महोदय मेरे अन्तरमन मे एक सुझाव जो मैं आपके साथ साझा करना चहाता हूँ वो "कबाड़ से जुगाड प्रतियोगीता" का अनावर्ण करना। मेरा सुझाव है भारत के हर शहर जैसे हर दुसरे रविवार को राह्गिरि का आयोजन होता है लेकिन कोरोना के चलते अब नही हो रहा। ऐसा ही एक कार्यकरम आयोजित हो फिलहाल जिसमे प्रतियोगीता आयोजित हो जिसमे हर वर्ग के लोग शामिल हो सके, इस प्रतियोगीता मे सर्वजन को आमंत्रित करे की वो पुराने किसी भी सामान से कोई काम आने वाली चीज का उत्पादन करे जिससे हमारे देश के लोग जो कुछ कर सकते है उन्हे आगे लाया

"Aatmanirbhar Bharat" depens on quality of education. It's seen political/money/other influences some students admit & get quality education.poor students are generally deprived.Increase quality teachers without influence.Sometime students are victimised by political teachers.Ph.d admission & getting degree is at the discretion of teacher not merit.Marks depend on teacher's will. Many wkg.lecturer in tech.don't get to admssion in Ph.d for non resignation due to poor employment policy.Help them

All schools & parents should teach kids about importance of our army to country.so that when they see someone in army dress they will repsect or wave them with respect that we are highy honoured. They are real heros

talented students.Further I think scholarship has also be given to studens those whio secure more than 90 percent mark in schince in class tenth and also in 12th exam.Material like scince kit and megazine should be provided to every school in regional language.Like eco club science club ,math club will be opened.where student can participate.Thanks sir

India is the leading country in the world in the field of science and technology.Now if has not depend on other country.But in view sir there are so many rural students those who are continuing in rural school can not get a chance to show their creativity in the field of science.Though govt. has taking initiatives like INSPIRE awards in the school level to perform their qualities and creativity but they do not get a chance .Therefor every teacher has to perform their duties to find out such

one nation one car vehicle registration number. For example if a person has a transferable job and he has been transferred from Delhi To Telangana then he has to go for multiple times to RTO to each states to change the number and opt for NOC from each of the state and has to pay money to different states authority. Suggestion, There should be an online process for everything and no need to change the number as in online case government can easily trace and track each vehicle for Authorization
