Govt need to create public force.. all College students must attend classes 3 to 4 days camp to explain National scheams, induce patriotism, how to guide people, education improvement activities, avoiding damage public assets. Build a team for assisting in uneducated public, etc..

TV, Radio are the media reach public very easily. So PM has to propose a law that all govt scheams and Govt service sector/Govt basis shops promotions advertisement compulsory in media with free of cost. At least all channels compel to advertise 10 nos or min 15 -30 mnts per day for public interest. But govt should ensure no political / party promo indirectly to utilise this rule. Ruling and opposite party any one should not object any advertisement. So it must vet bfr release.
