In 2025, the Central Adoption Resource Authority (CARA) is placing special focus on promoting family-based care for children with special needs (Divyaang children). In collaboration with MyGov, CARA invites all Indian citizens to participate in an important national discussion on the theme:
“Non-institutionalized Rehabilitation of Children with Special Needs (Divyaang Children)”

This initiative seeks to create a collaborative platform where citizens can:
1. Share insights on the challenges and barriers in the identification and adoption of children with special needs
2. Suggest innovative ideas, strategies, or solutions to strengthen the adoption ecosystem
3. Contribute to policy-making by offering actionable recommendations to ensure a loving family environment for every child, especially those currently residing in Specialized Adoption Agencies (SAAs) and Child Care Institutions (CCIs)

Your thoughtful suggestions can play a key role in shaping a more inclusive, compassionate, and efficient adoption framework for Divyaang children.

Who can participate?
All Indian citizens are welcome to join the conversation and submit their ideas.

1. *Freedom to Sell Property*: Removing restrictions on SC/ST individuals selling their properties could empower them economically by allowing them to utilize their assets more freely.

2. *Solar Panels on Government Offices*: Installing solar panels would reduce energy consumption and promote sustainability, setting an example for the private sector.

3. *Utilizing Vacant Government Land*: Developing vacant land into shops could generate revenue and create economic opportunities.

4. *Premium Location Development*: Developing premium locations into shops could boost local economies and create jobs.

5. *Optimizing Vacant Land*: Land in front of umaid bhawan palace jodhpur which is very prime location land is vacant in my knowledge this land belongs to income tax department land this land can be better used for generating great revenue to government of India and rental could further generate revenue and promote economic activity.

I’m sharing a concise proposal to the Government of India on non-institutional rehabilitation for Divyaang children, built around a hub-and-node model that operates from schools, libraries, panchayats, and health centres in every district. The plan focuses on pride-building, income-bearing activities such as paper crafts and eco-packaging, weaving export-quality sweaters and shawls, pen assembly, umbrella making and repair, festive crafts like Christmas stars, and pottery—alongside digital accessibility work, on-demand Braille and DAISY production, device refurbishment, para-sports event roles, and community radio. Each unit uses universal design, clear role breakdowns, and simple jigs to include diverse abilities, with micro-stipends and certificates to recognise real contributions. The starter kit can be launched in 90 days and scaled over 12 months through local partners like ITIs, handloom cooperatives, and CSR. दिव्यांग शारीरिक रूप से विशेष परिस्थितियों का सामना करते है किन्तु उनके भीतर विशेष योग्यताएँ भी होती है।
अतः हमारा फर्ज है कि योग्यताओं को ध्यान में रखकर हमें उन्हें आगे बढ़ने के लिए प्रोत्साहित करना चाहिए ताकि वे आत्मनिर्भर बन सके ।
इससे उनके भीतर आत्मविश्वास में वृद्धि होगी तथा वे अपने आप को हीन नहीं समझेंगे।
