In 2025, the Central Adoption Resource Authority (CARA) is placing special focus on promoting family-based care for children with special needs (Divyaang children). In collaboration with MyGov, CARA invites all Indian citizens to participate in an important national discussion on the theme:
“Non-institutionalized Rehabilitation of Children with Special Needs (Divyaang Children)”

This initiative seeks to create a collaborative platform where citizens can:
1. Share insights on the challenges and barriers in the identification and adoption of children with special needs
2. Suggest innovative ideas, strategies, or solutions to strengthen the adoption ecosystem
3. Contribute to policy-making by offering actionable recommendations to ensure a loving family environment for every child, especially those currently residing in Specialized Adoption Agencies (SAAs) and Child Care Institutions (CCIs)

Your thoughtful suggestions can play a key role in shaping a more inclusive, compassionate, and efficient adoption framework for Divyaang children.

Who can participate?
All Indian citizens are welcome to join the conversation and submit their ideas.

दिव्यांगों को आत्म निर्भर बनाने के लिए उन्हें तकनीकी ज्ञान देने की व्यवस्था हर ब्लाक में होनी चाहिए।उन्हें निःशुल्क प्रशिक्षण कुटीर उद्योग धंधों में देने की व्यवस्था सरकार को करना चाहिए।उनको आर्थिक मदद करने के लिये बिना ब्याज के ऋण और अनुदान देकर उन्हें विकास की मुख्य धारा से जोड़कर उन्हें अष्टम निर्भर बनाया जा सकता है।

Suggestion for the government to correct the following.

1) We need to have a rule on minimum wages, i.e, Salary as per inflation in the Country / State.
2) Population Control.
3) More and more Digital currency and tracking.
4) Use of satellite internet to replace paper books in schools, colleges, or any educational sector, and use of PDF books.
5) Use of our own IT software from companies like Zoho or any Indian company in all government offices.
6) Our own fighter jet engine, EV fast charging technology development.
7) Digital passport instead of paper-based. and digital AI-based tracking on all indian airports.
8) New waterways. Example: Mumbai - Kokan started recently, but its ticket cost is high.
9) Introduction of new Bullet train routes.
10) Most importantly, Independent Vidharbh as a new state.

Non-institutionalised rehabilitation empowers Divyaang children to grow within families and communities instead of being confined to institutions. It focuses on inclusion, dignity, and independence. Families can be trained to provide basic home-based therapies, speech practice, and emotional care. Schools should have ramps, Braille materials, special educators, and flexible learning to ensure equal access. Technology like therapy apps, AI speech tools, and affordable assistive devices can make rehabilitation easier at home. Communities should organise awareness drives, inclusive sports, and cultural programs to promote empathy and acceptance. NGOs and local governments must collaborate to deliver health, education, and skill development services directly to families. True rehabilitation means equality, not sympathy—helping every Divyaang child live with confidence and pride. When society embraces inclusion, these children become the strength of a compassionate and progressive India.

दिव्यांग शारीरिक रूप से विशेष परिस्थितियों का सामना करते है किन्तु उनके भीतर विशेष योग्यताएँ भी होती है।
अतः हमारा फर्ज है कि योग्यताओं को ध्यान में रखकर हमें उन्हें आगे बढ़ने के लिए प्रोत्साहित करना चाहिए ताकि वे आत्मनिर्भर बन सके ।
इससे उनके भीतर आत्मविश्वास में वृद्धि होगी तथा वे अपने आप को हीन नहीं समझेंगे।
