Ministry of Women and Child Development has formulated a draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” for further consultations with all stakeholders. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

The draft Bill has taken in to account the various aspects of trafficking and its punishments as defined in section 370- 373 of Indian Penal Code, 1860 and aims to include other offences/ provisions which are not dealt in any other law for the purpose of trafficking, such as (1) penal provisions for the disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking (3) use of chemical substance or hormones for the purpose of exploitation. The draft Bill has also taken in to its ambit the ‘placement agencies’ by making mandatory for them to also register for the purposes of this Act.

The proposed draft Bill aims to place dedicated institutional mechanism at District, State and Central level. It also envisages a designated Agency for the investigation of offences. It provides for Protection Homes and Special Homes for short term and long term rehabilitation support. For speedy trial with a view to increase prosecution and to reduce the trauma faced by the victims, the proposed draft Bill provides for establishing Special Courts in each district and experienced Special Prosecutors. Recovery of back wages and other monetary losses of the victim of trafficking is also proposed.

The draft Bill provides for mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. For the effective implementation of the proposed Act and for the welfare and rehabilitation of the victims an Anti- Trafficking Fund will be created.

Govt is requested to consider [1] why unauthorised Agents are allowed to recruit laborers,House maids etc for foreign countries [2] Govt should first make agreement with countries as regards to timely salary payment, medical facility,grievance redressal system & timely resolution with countries where laborer,house maid intend to visit, [3] Girls are also being duped in pretext of marriage, govt should take due care of safety

Ask citizens to send the photographs of children/people who seem like they are lost or are being misused. Using the image recognition algorithms being used by facebook, google etc, a database can be created that contains the details and location of all such images received. Whenever someone files a missing person case, the existing photos of that person can be searched-for in the database and if a match is found, further investigation can be done to identify the gang that did the trafficking.

Unpopular idea: Currently prostitution is legal on a private one to one basis, although the police often harasses. I suggest to make it legal and regulated on an organizational basis with all proper restrictions (all participants are 18+ and properly educated about everything, finances are transparent, nothing allowed near educational institutes etc), so that amoral business minded people manage brothels instead of criminals getting involved, just like regulating alcohol.

If we can connect people with the concerned people by using ICT as much as possible that will be a solutions for many problems like this.So intensifying the efforts to achieve 100% Digital literacy is the best way for bringing equality and wellness to all.

In our democracy ward is the smallest unit.If start tracking from ward level itself for finding & stopping any kind of discrepancy either this type or any other,that will be the easiest & effective way.With the help of technology features like Google Hangout can be used for connecting people in a ward to the ward member.If govt make this type of a meeting for at least once in a month that will be a possibility for making solutions for many issues.Not only this one.

SEZs in India are the other places of Modern Day Slavery.MNCs have been given labor laws exceptions only for improving innovative possibilities .But now SEZs are becoming horrible places of forced labor,harassments & other types of human rights violations.Exceptions in labor laws are becoming means of stealing of intellectual property which may be highly valuable for India & rest of the world.So govt has to address this as this is totally against sustainable development & spoiling confidence.

I think maintaining a reasonable labour stds is required for India.That is not only an argument of compassion.That can help economic growth also.Having a minimum wage of $15/hr in US may not be possible in India.But a Rs.75/hr across India we need.This may be mandatory for the entry of start ups into mainstream businesses.Otherwise a fair domestic competition may not be possible.If competition must be based on innovations & delivering values there must be reasonable labor stds in India.

First we should apply the existing lows like labour children still found easyly all the organisation if take any man power they should register them in govt records and they consider the wges of them if it is not done by employer it consider illegal and govt take action Make bagging illigal and provide work and food to the Poor's because to masur cause of trafficking one is labour second use the chailds for begging
