Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

6. Enabling Environment
7. Environment and Climate Change

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

There is no ministry for men doesnt mean one has the right to create anti- male laws. Already men are suffering for all the gender biased laws.Please stop torturing men and Equality is achieved when both are treated equally not with one benefiting at the expense of the other.

This is going anti male rather than women empowerment and gender equility. How can this heavily biased draft make gender equility or empowerment. You are clearly trying suprees one gender to create opportunity for other. It is shocking that even after heavy misuse of all gender biased laws in matrimonial, rape and workplace harrasment cases still goverment asking for opinion on such heavily biased draft. Rather than making the gender biased laws neutral this will add to futher woes.Plz stop dis

Hi why so biased policy drafted women ask for Equality, so is this policy showing euality for both gender ? Girl & Boy,or Men,women both need each other respect and love. To raise 1 Gender no need to suppress or injustice with other Because of biased policy no gender will grow or survive Teach your child to respect everyone not one gender Thanks Kashinath

498A and other laws are not sufficient to spoil Indian families so we have new BOMB which will burst Indian society and special Men's in India. Today's real requirement is remove Discrimination , Remove 498a so Indian Judiciary can can work and Bring Gender neutral laws. Many laws have already spoiled India families and their values so why we want to tell The world that India is only country where Govt and laws are against men and they are biased.Hope someone will read this and will work on

I dont think Indian women need more such misandric policies, they already MISUSE laws to spoil society for their baseless and illegal needs. Honbl supreme court already mentioned 498a a legal terrorism and indian women are using 50 odd draconion geneder biased laws against men thus promoting legal terrorism. Feminists are coming up with Policies like marital rape and IrBM that would spoil India more. My suggestions is to propose a policy to make the old policies and laws genderneutral first !!

This will promote gender biasness. Making policy for only one gender and allowing discrimination on gender basis will invite more problems for all including innocent men already suffering due to fake matrimonial disputes. Men also form part vote bank and nobody till date has framed any law without gender b iasness and able to keep a home intact
