National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) is undertaking the Base Revision Exercise of the Index of Industrial Production (IIP) to ensure that the index remains aligned with the current structure and dynamics of India’s industrial sector.

As part of this initiative, MoSPI has released a Discussion Paper 1.0 titled “Substitution of Factories in the Compilation of the Index of Industrial Production”, which details the proposed methodology for the upcoming IIP series and seeks to enhance accuracy and representativeness in future compilations.

The Ministry invites views, comments, and suggestions from experts, academicians, Central & State Government departments, financial institutions, industry bodies, and all other stakeholders. Feedback may be shared at: iipcso@nic.in

Good morning sir, 1.CIBIL is the excellent tool for bankers. 2.It shows one's financial discipline amongst bank loans only. 3.What about society loans offered by central or state government employees societies.. 4.We can not bring them in CIBIL fold. 5.But as per Labour law it can be monitored well. 6.If any government employee avails loan from society,He has to get it approved from his section. 7.That time the approving authority should check the cibil..and now a days individual can take the cibil report. 8.The over all liability should be checked.. 9.By doing this we can avoid double financing 9.While getting loans from banks they say society loans are to be closed.. 10.after availing bank loan they get society loan again and the deptt gives priority to society deduction and it gets debited in total deduction..

औद्योगिक उत्पादन सूचकांक (IIP) की गणना के लिए, बंद हो गई इकाइयों के स्थान पर नई इकाइयों को शामिल करना, ताकि सूचकांक सटीक रहे। और बंद हुए इकाइयों की जगह पे नए इकाइयों को लगाने से रोजगार उत्पन्न होगा, उत्पादन बढ़ेगा जिससे देश की सकल घरेलू उत्पाद (G.D.P) बढ़ेगा |

The primary methodological challenge is maintaining historical comparability. Any substitution has the potential to introduce a break in the data series. The requirement for 12 months of overlapping data and the calculation of an Adjustment Factor (AF) are critical statistical steps to "splice" the new factory's data onto the old series, ensuring the index number reflects genuine change and not just a change in the sample.

I fully support the initiative to the list of factories used for IIP calculator. many factories shut down, reduce production, or switch to different products over time, while new factories and modern units start operation. with out timely substitution the IIP may not represent the industrial performance of the country. my suggestions: *Mechanism for regular updating. A structured system developed to add new factories and remove outdated/ non operational factories . * Use of GST and Udyam registration data. * EV manufacturing, battery production, semiconductor components, new age sectors reflect India's current industrial growth pattern. * Regional balancing: Representation should be ensured across all states so that IIP is not highly dependent on limited industrial clusters.
