Comment Submission:
Ensuring universal accessibility in the service sector is vital for building an inclusive and empowered India. The Draft Accessibility Standards under the Accessible India Campaign are a visionary and commendable step.
All government and private service centers, digital platforms, and rural “Village Chain” systems must ensure disability-friendly infrastructure, trained and sensitized staff, and continuous public awareness to promote true inclusion.
Accessibility is not charity — it is empowerment and equal opportunity for all.

These standards are applicable to all service providers, including but not limited to:
Government services and public utilities
Banking, insurance, and financial services
Transportation and travel services
Healthcare and emergency services
Education and training institutions
Hospitality, retail, and entertainment sectors
Digital and telecommunications services
To ensure that all services, whether public or private, are accessible to persons with disabilities.
To eliminate physical, digital, communication, and attitudinal barriers in service delivery.
To uphold the dignity, autonomy, and independence of persons with disabilities by enabling equitable participation.
To standardize service delivery mechanisms in accordance with accessibility norms.
These draft standards are formulated to establish non-negotiable requirements for the delivery of accessible, inclusive, and barrier-free services to persons with disabilities. They are grounded in the Rights of Persons with Disabilities Act, 2016 (RPwD Act), which mandates equal access, non-discrimination, and reasonable accommodation across all service domains.
